67 հոգի արդեն դիմել են եւ վաղը չվերթ կա, որով նրանք Իրանից տեղափոխվելու են Հայաստան. ԱԳՆ
INTERNATIONAL NEWSԻրանի սահմանի մասնակի փակման հետ կապված իրանական կողմի հետ որեւէ խնդիր չի ծագել, քանի որ խոսքն արտառոց մի իրավիճակի մասին է եւ այստեղ գործում են արտառոց օրենքներ։ Այս մասին «Ամեն օր» հաղորդաշարին տված հարցազրույցի ժամանակ նշել է ՀՀ ԱԳՆ սահմանակից երկրների վարչության պետ Արսեն Ավագյանը:
«Իրանի հետ սահմանը փակել են նաեւ իր հարեւան պետությունները։ Ընդ որում, հարեւան պետություններից եթե անդրադառնանք մեր տարածաշրջանին, ապա Իրանի հետ առանց մուտքի արտոնագրի համակարգ գոյություն ունի Հայաստանի եւ Թուրքիայի միջեւ, Վրաստանն ու Ադրբեջանը վիզային ռեժիմ ունեն Իրանի հետ։ Մինչեւ այդ, իր հարեւաններից Քուվեյթը, Իրաքը եւ Թուրքիան սահմանափակումներ էին մտցրել Իրանի հետ թե օդային, թե ցամաքային հաղորդակցման։ Վրաստանն ու Ադրբեջանը նույնպես այդ սահմանափակումները մտցրել էին եւ իրանական կողմը, բնականաբար ըմբռնումով է մոտենում, քանի որ խոսքն արտառոց իրավիճակի մասին է»,-ասել է նա:
Հարցին, թե մինչ որոշում կայացնելը իրանական կողմի հետ ԱԳՆ-ների մակարդակով խորհրդակցություններ եղե՞լ են, Արսեն Ավագյանը պատասխանեց. «Բնականաբար, մենք մշտապես կապի մեջ ենք մեր բարեկամ երկրի հետ եւ բոլոր այդ կապերով մենք ստանում ենք տեղեկատվություն։ Ակտիվ դերակատարություն ունի, բնականաբար, մեր դեսպանությունը, եւ՛ տեղեկատվության հաղորդման, եւ՛ իրանական կողմի հետ այդ կապերի պահպանման տեսակետից»:
Ինչ վերաբերում է նրան, որ Թեհրանում ՀՀ դեսպանության հյուպատոսական ծառայությունը որոշակիորեն սահմանափակեց իր գործունեությունը, բայց հասկանալի չդարձավ, թե ի՞նչ է դա նշանակում եւ ինչի՞ համար է դա արվում, նա արձագանքեց. «Նախ ասեմ, որ Իրանում ՀՀ դեսպանությունը հյուպատոսական ծառայություններ է մատուցում այն պահով, ինչը կապված է Հայաստանի քաղաքացիների հետ։ Այսինքն՝ վերադարձի վկայականի տրամադրման, անձնագրերի երկարացման այն բոլոր գործառույթները, ինչ կապված է քաղաքացիների հետ, կատարվում են։
Սահմանափակումները կապված են այն խնդիրների հետ, որոնք առնչվում են այնտեղ բիզնես վարելու, տեղեկանքներ տալուն եւ նման այլ հատվածին։ Նախ ասեմ դեսպանությունը հայտարարություն էր տվել, որպեսզի կապ հաստատի ՀՀ քաղաքացիների հետ։ Ներկա դրությամբ 67 հոգի արդեն դիմել են եւ վաղը չվերթ կա, որով այդ քաղաքացիները տեղափոխվելու են Հայաստան։ Իսկ սահմանափակումները միայն այն մասով են, որ եթե սահմանը մասնակի փակվում է եւ հոսքը կրճատվում է, այդ մասով, բնականաբար, գործառույթները չեն կատարվելու»:
Դիտարկմանը, թե այսինքն, ՀՀ քաղաքացիները որեւէ տեսակի խնդիր չունե՞ն եւ չե՞ն կարող ունենալ, նա արձագանքեց. «ՀՀ քաղաքացիները որեւէ տեսակի խնդիր չունեն եւ չեն էլ կարող ունենալ։ Դեսպանությունը մշտապես կապի մեջ է ՀՀ քաղաքացիների հետ։ Ընդ որում եւ՛ Թավրիզի, եւ՛ Թեհրանի, եւ՛ Սպահանի մեր թեմերի միջոցով կապ է հաստատել ՀՀ քաղաքացիների հետ եւ թեժ գիծ է բացվել, որով կարող են կապ հաստատել դեսպանության հետ։ Մեր քաղաքացիների բոլոր կարիքները հոգում են եւ դեսպանությունը աջակցում է հայրենիք նրանց վերադարձին»:
