Ոստիկանությունը բացահայտել է պետությանը պատճառված 34 մլն դրամից ավելի վնաս հասցնելու դեպք (տեսանյութ)
VIDEOՔրեական ոստիկանության գլխավոր վարչության կոռուպցիոն և տնտեսական հանցագործությունների դեմ պայքարի վարչությունում նախապատրաստված նյութերով բացահայտվել է հերթական կոռուպցիոն բնույթի հանցագործությունը։ Այս մասին տեղեկացնում է ՀՀ ոստիկանությունը:
Մասնավորապես, պարզվել է, որ կառավարության 2003 թվականի ապրիլի 23-ի համապատասխան որոշմամբ «Աջափնյակ» ունիվերսամի պետական գույքի կառավարման վարչության կողմից մինչ այդ 180․000․000 դրամ գնահատված շենքն ու գույքը մասնավորեցման պայմանագրով 22․500․000 դրամով վաճառվել է նախապես հայտնի գնորդին, իսկ 2003 թվականին Երևանի քաղաքապետի կողմից կայացվել է որոշում նույն քաղաքացուն պատկանող «Աջափնյակ» ունիվերսամի զբաղեցրած հողատարածքի սահմանները ճշտելու և լրացուցիչ հողամաս տրամադրելու վերաբերյալ։
Այդ որոշման հիման վրա 2004 թվականին քաղաքապետարանի և քաղաքացու միջև կնքվել է 7470 քմ և 3880 քմ մակերեսներով հողամասերի վարձակալության երկու պայմանագիր։ Մինչդեռ, նյութերի նախապատրաստման ընթացքում պարզվել է, որ նախքան վարձակալության հիշյալ պայմանագրերը կնքելը, 2003 թվականի դեկտեմբերի 24-ի կառավարության որոշմամբ սահմավել են հողերի նոր գոտիավորումներ ու կադաստրային արժեքներ, որոնց հիման վրա քաղաքացու վարձակալած ընդհանուր՝ 11․350 քմ․ մակերեսով հողամասերի կադաստրային արժեքը 16․623․437 դրամից թանկացել է՝ դառնալով 51․347․400 դրամ։
Նման պայմաններում քաղաքացին, պետության գույքը հափշտակելու նախնական դիտավորությամբ, 2004 թվականին կնքած վարձակալության 2 պայմանագրերի թվագրումները կեղծելու միջոցով 2004 թվականի ընթացքում Երևանի Կենտրոն և Նորք Մարաշ համայնքների առաջին ատյանի դատարան է ներկայացրել արդեն իսկ կեղծված՝ իբր 2003 թվականին կնքված հողամասի վարձակալության մասին պայմանագրեր, որոնց հիման վրա դատարանը վճիռ է կայացրել՝ պարտավորեցնելով հօգուտ քաղաքացու օտարման գործընթացն իրականացնել նախկին կադաստրային արժեքով։ Արդյունքում քաղաքացին, օգտվելով Երևանի քաղաքապետարանի նախկին պաշտոնատար անձանց կողմից իրենց ծառայության նկատմամբ անբարեխիղճ վերաբերմունք դրսևորելու և անգործություն ցուցաբերելու հանգամանքից, խաբեությամբ՝ ընդամենը 16․623․430 դրամ վճարելով հափշտակել է ընդհանուր 51․347,000 դրամ կադաստրային արժեքով 11․350 քմ մակերեսով հողատարածքը, ինչի հետևանքով պետությանը պատճառվել է առանձնապես խոշոր չափերի՝ 34․723․560 դրամի վնաս։
Փաստի առթիվ հարուցվել է քրեական գործ, որն ուղարկվել է քննչական կոմիտե՝ նախաքննության։
