Ավելի քան 7 միլիոն դոլար՝ ամբիցիաների բավարարման համար
POLITICSԵրեկ կառավարությունը որոշեց ապրիլի 5-ին կայանալիք հանրաքվեի կազմակերպման նպատակով հատկացնել 3 մլրդ 447 մլն դրամ։ Փաստացի, ՍԴ յոթ դատավորի փոխելու, իմա՝ մեկ անձի ամբիցիաների բավարարման համար կառավարությունը բոլորիս հաշվին մոտ 7,2 միլոն դոլար է տրամադրում, ինչն արդեն իսկ սուր քննադատության է արժանացել հասարակության մեծամասնության շրջանում:
Տնտեսագետ Թադևոս Ավետիսյանը «Փաստի» հետ զրույցում 3,5 միլիարդը տնտեսության համար բավականին լուրջ գումար է համարում։ Համեմատության համար նա մի շարք օրինակներ բերեց ու շեշտեց, որ այդ գումարը կարելի էր ուղղել սոցիալական բազում ծրագրերի։ Նա շեշտեց, որ այդքան գումարով հնարավոր կլիներ նաև շուրջ 10 տոկոսով բարձրացնել աղքատության նպաստները։
Ի դեպ, վարչապետն ասել էր, թե «էդ ծախսվող գումարն ի վերջո էլի ներհոսելու է տնտեսություն»: Այս առումով Ավետիսյանը խիստ վտանգավոր է համարում նման «արդարացումը»:
«Իրականում սա անարդյունք ծախս է։ Իսկ նման պնդումները շատ խնդրահարույց ու վտանգավոր են։ Ինչո՞ւ, որովհետև այդ պարագայում պետական բյուջեի ցանկացած մսխում, անարդյունավետ, աննպատակ քայլի ծախսային յուրաքանչյուր հետևանք կարելի է այդ մոտեցմամբ հիմնավորել։
Եթե այդ մոտեցման տեսանկյունից դիտարկենք, ուրեմն ընդհանրապես չպետք է խոսենք արդյունավետության ու առաջնահերթությունների մասին։
Ի վերջո, պետական բյուջեից գողացված գումարներն էլ են այս կամ այն ձևով մտնում տնտեսություն։ Կարելի՞ է արդյոք վերոնշյալ կերպով հիմնավորել ու ասել, որ այդ գումարները կնպաստեն տնտեսական զարգացմանը»։
