Բանակում տիրող իրավիճակի, զոհերի և պաշտոնանկությունների մասին ԼՈՒՐԵՐ.com-ի թղթակիցը զրուցեց Շուշիի առանձին գումարտակի հետախուզական վաշտի հրամանատար, ազատամարտիկ Ժորա Ֆարյանի հետ:

 

«Ավելի քան համոզված եմ, որ պաշտոնանկությունները կթուլացնեն բանակում տիրող լարվածությունը, որովհետև միայն սպայական կազմին ուղղված պատժամիջոցներով է հնարավոր տիրող մթնոլորտը կարգավորել: Բանակում տիրող իրավիճակը, արդեն իսկ գրանցված 13 մահվան դեպքերը նման են սաբոտաժի»,- ասաց նա:

 

Ֆարյանի խոսքով՝ մյուս կողմից էլ բանակում կան հեղինակություններ, որոնց դեմ հիմա պայքար է գնում: Նա դժվարանում է ասել՝ այդ պայքարը հաջող է, թե՝ ոչ. «Իրականում, թե որքանով է այդ պայքարը հաջող՝ հարցի մյուս կողմն է: Փաստն այն է, որ կան մարդիկ, ովքեր մտածում են, թե իրենք կամ իրենց հայրերը երկրի տերն են և բանակում  ինչ ուզեն՝ կարող են անել: Հիմա վերջին շնչում են մնացել և սկսել են ազդել այն զինվորների կամ սպաների վրա, ովքեր հոգեբանորեն պատրաստ չեն: Հենց նրանց էլ դրդում են ինքնասպանության»:

 

Նա ընդգծեց, որ խնդիրը սպաների և զինվորների փոխահարաբերություն է. «Իհարկե, սպաները գիտակից են, նրանք հասկանում են, թե ուր են գնում և ինչ խնդիրների կարող են բախվել: Նրանք պատրաստ են դժվարությունների: Խնդիրը փոխհարաբերություններն են: Դժբախտ դեպքերն ու ինքնասպանություները վկայում են, որ, ամենայն հավանականությամբ, սպաներն այնքան էլ պատրաստված չեն, եթե կարողանում են ազդել նրանց վրա, դրդել ինքնասպանության»:

 

Ազատամարտիկը նշեց, որ կարևոր չէ, թե ով է մեղավոր՝ ավելի բարձր դիրք ունեցող սպան, թե՝ մեկ ուրիշը. «Կարծում եմ՝ պայմանագրային զինծառայողների ծառայությունը ավելի շատ վնաս է տալիս, քան՝ օգուտ: Հարցը փոխհարաբերությունն է, մենք պետք է հասկանանք՝ այդ տեսակետից օգուտ կա՞, թե՝ ոչ: Իսկ առհասարակ, իհարկե, ավել ծառայողները միշտ էլ օգուտ են»:

 

Ֆարյանը կողմ է պաշտոնանկությունների, սպայական կազմի փոփոխությունների, ավելին՝ կողմ է, որ բոլոր մեղավորները պատասխանատվության ենթարկվեն. «Ես շատ եմ կարևորում, որ բոլոր այն մարդիկ, որոնց պատճառով մեր բանակում ի հայտ են գալիս խնդիրներ, զինվորներ են ինքնասպան լինում, խստագույնս պատժվեն: Չի կարելի քանդել մեր բանակը, իսկ դա անում են կոնկրետ մարդիկ: Ես համոզված եմ, որ բանակը՝ բանակ կդառնա, այլ տարբերակ չունենք»:

 

Անդրադառնալով մամուլում շրջանառվող տեղեկատվությանը, որ Արցախի ՊԲ հրամանատար է նշանակվելու Ջալալ Հարությունյանը՝ Ֆարյանն ասաց. «Ես գնահատական տալ չեմ կարող, քանի որ այդ մարդն այդ պաշտոնում չի եղել: Կգա պաշտոնին, հենց սկզբից կհասկանանք՝ նա ընդունակ է այդ պաշտոնին լինել,  թե՝ ոչ: Եթե չանի անհրաժեշտ ամենը՝ կճանապարհենք, ուրիշին կնշանակենք»:
