Տնտեսական հեղափոխության միֆը

Սուրեն Սուրենյանց-ը գրում է.
Թերթերից մեկը տեղեկացնում է, որ հերթական ներդրողը Հայաստանում հանդիպել է պետական համակարգում առկա բյուրոկրատիային և հիասթափվել: Անմիջապես հեղափոխությունից հետո Հայաստանում ներդրումներ կատարելու ցանկություն է հայտնել First Industrial Zone միջազգային ընկերությունը:
2 փուլից բաղկացած ծրագրով այս ընկերությունը պատրաստակամություն է հայտնել առաջին փուլով Հայաստանում կատարել 30 միլիոն դոլարի ներդրում, ստեղծել 200 աշխատատեղ և զբաղվել զրահապատ մեքենաների արտադրությամբ, մեքենաների զրահապատմամբ՝ 5 տարվա հարկերից ազատման թույլտվության պարագայում:
Ինչպես արդեն հասկացաք՝ պոտենցիալ ներդրողները հանդիպել են հեղափոխության թիմի բյուրոկրատական քաշքշուկներին ու Հայաստանից հեռացել են։ Հիշեցի ամիսների վաղեմություն ունեցող պատմությունն արաբ ներդրողների մասին, երբ Երևանի քաղաքապետ Հայկ Մարությանն էր «խնամքով ջրել» նրանց ներդրումային ծրագիրը։ Երբ այդ մասին Գագիկ Ծառուկյանը բարձրաձայնեց, իշխանությունը՝ փոխանակ հետևություններ աներ ու Մարությանին կարգի հրավիրեր, քարոզչական անզուսպ կամպանիա սկսեց ԲՀԿ առաջնորդի դեմ։
Փաստորեն՝ խնդիրը հատվածական բնույթ չի կրում ու շատ ներդրողներ ուղղակի հոգնում են Հայաստանի տարբեր իշխանավորների ինքնագոհ ու ոչ կոմպետենտ պահվածքից։
Խնդիրն ավելի խորքային է։
Հայաստանը գտնվում է պերմամենտ հեղափոխական ռեժիմում ու այս իրավիճակում կապիտալը ոչ միայն Հայաստան չի գա, այլ նույնիսկ կփախչի մեր երկրից՝ հանգրվանելով ավելի բարենպաստ միջավայրում, որտեղ անընդհատ քաղաքական թիրախներ չեն փնտրվում ու հարկային օրենսդրությունը չեն փոխում փուլային տարբերակով։
Հեղափոխական Հայաստանում չկան խաղի կայուն կանոններ, ինչը հնարավոր չի դարձնում խոշոր ներդրումների հեռանկարը, մանավանդ, որ կառավարությունն ակնհայտորեն ներդրումներ ներգրավման հարցում չունի դիվեսիֆիկացված քաղաքականություն։
Հետո՝ ոչ մի պոտենցիալ ներդրող չի ուզենա «ասֆալտին պառկել» կամ «պատերին ծեփվել», եթե նույնիսկ երկրում հայտարարված է տնտեսական հեղափոխություն։ Դրա միֆականությունը բացահայտվում է, երբ բախվում ես իրականությանը, որի բաղադրիչներն են անարդյունավետ կառավարումն ու պերմանենտ դարձող անկայունությունը։
