Այժմ հասարակական-քաղաքական կյանքում քննարկում են, թե ինչպիսին է լինելու կյանքը Սահմանադրական դատարանի ճգնաժամը լուծելու հանրաքվեից հետո։ Խոսքը վերաբերում է մեր քաղաքական դաշտին, քաղաքական համակարգին, քաղաքական օրակարգերին, ներքաղաքական վարքագծին։

 

 

 

Ովքե՞ր են լինելու օրակարգ թելադրողները, ի՞նչ հնարավոր տրանսֆորմացիաներ տեղի կունենան․ «Առաջին լրատվական»-ի հարցին քաղաքագետ Վիգեն Խաչատրյանը պատասխանեց․ «Ես կարծում եմ՝ իրականում պետք է մեր հանրությանը շատ մանրակրկիտ ձևով բացատրել, թե որն է խնդիրը։ Ո՞րն է հանրաքվեի նպատակը։ Ամբողջ խնդիրն այն է, որ գործող Սահմանադրությունը ճիշտ է, բոլորն ասում են՝ վատն է, պետք է փոխվի, բայց դա չի նշանակում, որ այնտեղ լավ բաներ չկա գրած։ Մասնավորապես, դատական իշխանության մասով մեր այսօրվա գործող Սահմանադրության մեջ կան սահմանադրական նորմեր, որոնք երաշխավորում են դատական իշխանության անկախությունը, որի կարիքը Հայաստանում կա։ Նախ և առաջ, նոր մարմին է ստեղծվել՝ Բարձրագույն դատական խորհուրդ, երկրորդը՝ որոշվել է, որ Սահմանադրական դատարանի անդամներն իշխանության հետևյալ ճյուղերն են ձևավորում՝ խորհրդարանը, կառավարությունը, նախագահը, և ամեն մի դատավոր 12 տարի կարող է աշխատել։ Ընդ որում՝ Սահմանադրական դատարանի անդամներն ընտրում են նախագահ, որը կարող է ընտրվել միայն մեկ անգամ, այն էլ 6 տարով։ Այստեղ բավականին հետաքրքիր մեխանիզմ է դրված։

 

Ինչպես մնացած այլ դեպքերում, այս դեպքում էլ ի՞նչ են արել մեր նախորդ իշխանությունները։ Եվրոպայի համար հաճելի բան է գրված, լավ է գրված, բայց նրանք այնտեղ այնպիսի մի խուճուճ բան են դրել՝ նախագահը մինչև կյանքի վերջ պետք է պաշտոնավարի, դատավորները մինչև կյանքի վերջ պետք է պաշտոնավարեն, այս ամեն ինչը վերաբերում է թափուր տեղերին»։
