Օմբուդսմեն Կարեն Անդրեասյանի արձագանքը Բաղրամյան պողոտայում տեղի ունեցած դեպքերի վերաբերյալ

Խիստ մտահոգված լինելով այսօր Երևանի կենտրոնում տեղի ունեցած դեպքերով, ինչպես նաև դրանց հետևանքով հարյուրավոր խաղաղ ցուցարարների, այդ թվում նաև՝ լրագրողների նկատմամբ Ոստիկանության կիրառած անհամաչափ ֆիզիկական ուժի և ակտիվիստներին պատճառած մարմնական վնասվածքների կապակցությամբ՝ Օմբուդսմեն Կարեն Անդրեասյանը սեփական նախաձեռնությամբ վարույթ է հարուցել:

«Լուսադեմին տեղի ունեցած դեպքերի վերաբերյալ Օմբուդսմենը հարցադրումներ է ուղղել ոստիկանության պետ Վլադիմիր Գասպարյանին, Հատուկ քննչական ծառայության պետ Վահրամ Շահինյանին, Առողջապահության նախարար Արմեն Մուրադյանին: Հաշվի առնելով խնդրի հրատապությունը՝ հարցադրումներին պատասխանելու համար սահմանվել է նվազագույն 3-օրյա ժամկետ:
Ըստ գրության` զանգվածային լրատվության միջոցներում լայնորեն տարածված տեսագրությունների ուսումնասիրության արդյունքում առերևույթ իրավաչափության խնդիր է առաջանում Ոստիկանության ծառայողների` մի շարք քաղաքացիների նկատմամբ իրականացրած գործողությունների վերաբերյալ:
Մասնավորապես, անդրադարձ է կատարվել Ոստիկանության ծառայողների գործողությունների իրավաչափությանը, կիրառված ֆիզիկական ուժին և ցուցարարներին հասցրած մարմնական վնասվածքներին, հավաքը ցրելուն ուղղված գործողությունների իրավաչափությանը, Ոստիկանության ծառայողների՝ քաղաքացիական հագուստով գործելու և ակտիվիստների նկատմամբ ուժի կիրառման, ինչպես նաև մի շարք քաղաքացիների հասցեին հնչեցրած հայհոյանքների օգտագործման դեպքերին:
Ոստիկանության և ՀՔԾ-ի գրություններում անդրադարձ կա բազմաթիվ լրագրողների նկատմամբ կիրառած բռնության, լրագրողների մասնագիտական գործունեության խոչընդոտման, Ոստիկանության ծառայողների կողմից նրանց տեսանկարահանող սարքերի վնասման ու ոստիկանական բաժիններ լրագրողներին բերման ենթարկելու իրավաչափության հարցերին:
Առողջապահության նախարարին հասցեագրված գրության մեջ անդրադարձ կա ակտիվիստների նկատմամբ առաջին բժշկական օգնության ոչ պատշաճ ցուցաբերման դեպքերին:
Օմբուդսմենը և իր աշխատակազմը շարունակելու են ուշադրության կենտրոնում պահել միջադեպի հետ կապված բոլոր գործերը և իրենց լիազորությունների շրջանակներում գործադրել հնարավոր բոլոր միջոցները՝ պաշտպանելու խաղաղ հավաքի մասնակիցների և լրագրողների իրավունքները»,-ասվում է հաղորդագրությունում:
