Երիտասարդ գիտնականների աջակցության ծրագիրը վերսկսում է իր գործունեությունը
POLITICS«Փաստը» բազմիցս անդրադարձել է երիտասարդ գիտնականների աջակցության ծրագրին, դրա ֆինանսավորման դադարեցմանը, առկա խնդիրներին, որոնց լուծումը, կարծես թե, արհեստականորեն ձգձգվում էր։
Երեկ մենք տեղեկություն էինք ստացել, որ ծրագիրը վերսկսում է իր գործունեությունը։ ԵՊՀ ռադիոֆիզիկայի ֆակուլտետի դասախոս և նանոտեխնոլոգիաների կենտրոնի գիտնական, ֆիզմաթ գիտությունների թեկնածու Հայկ Զաքարյանը «Փաստի» հետ զրույցում հաստատեց տեղեկատվությունը։ «Մենք դեռ ամիսներ առաջ հանդիպել էինք ԿԳՄՍ նախարար Արայիկ Հարությունյանի հետ, ներկայացրել մեր դիրքորոշումը։ Դրանից հետո որևէ այլ հանդիպում չի եղել։
Սպասողական վիճակում էինք։ Այսօր արդեն կարող ենք ասել, որ ԵԳԱԾ-ն վերջապես կրկին վերսկսելու է իր գործունեությունը։
Ենթադրում եմ՝ ծրագրի վերսկսումը կարող է կապված լինել գիտության կոմիտեի ղեկավար կազմի փոփոխության հետ։ Երկու հիմնական խնդիր կար դրված։
Մեկն այն էր, թե որ հիմնադրամը պետք է լիներ ֆինանսավորման փոխանցման խողովակը, ժամանակին այն երիտասարդական հիմնադրամն էր, մյուսը՝ ովքեր են այժմ լինելու ԵԳԱԾ ղեկավար մարմնում։
Առաջին՝ իրավական խնդրի լուծման դեպքում նախարարությունը դիմել է պարզ տարբերակին. քանի որ բյուջեի տողով ԵԳԱԾ-ին տրամադրվող ֆինանսավորումը գնում է գիտության կոմիտե, որոշվեց չդիմել որևէ հիմնադրամի օգնության։
Նոր հիմնադրամ ստեղծելու համար բավականին մեծ ռեսուրսներ են պետք։ Այս դեպքում գումարը կմնա գիտության կոմիտեում։ Այսինքն՝ այն, ինչ ժամանակին անում էր երիտասարդական հիմնադրամը, հիմա անելու է գիտության կոմիտեն։ Ղեկավար կազմի ընտրության համար կհայտարարվի մրցույթ։ Հին կազմն ամբողջովին փոխվելու է։
Ընտրված նոր ղեկավար կազմի գործառույթները, որը կոչվելու է մրցութային հանձնաժողով, մնալու են գրեթե նույնը։ Որոշ ժամանակ անց արդեն կիրականացվեն տարաբնույթ ծրագրեր»,-«Փաստի» հետ զրույցում ասում է Զաքարյանը։
