Համաշխարհային բանկի գնահատմամբ՝ Հայաստանի տնտեսությունը պահպանում է բարձր աշխուժությունը, ընդ որում՝ աճի հիմնական շարժիչը ծառայություններն են ու հանքարդյունաբերության վերականգնումը: Այս մասին ասված է Համաշխարհային բանկի՝ Հայաստանի ամսական տնտեսական զարգացումների վերաբերյալ համառոտագրում:  

 

Համաշխարհային բանկը նկատել է՝ տնտեսական ակտիվության ցուցանիշի աճը (ՏԱՑ) դեկտեմբերին նախորդ տարվա նույն ժամանակահատվածի նկատմամբ հասել է գագաթնակետին՝ 10.7 տոկոսի: «Աճի ամենաբարձր տեմպը շարունակեց գրանցվել ծառայությունների, մասնավորապես՝ տրանսպորտի ճյուղում ուժեղ կատարողականով (բեռնափոխադրումների աճը նախորդ տարվա նույն ժամանակահատվածի նկատմամբ կազմել է 25 տոկոս): Դրա շնորհիվ ՏԱՑ տարեկան գումարային աճը 2019 թ. նախորդ տարվա նույն ժամանակահատվածի նկատմամբ կազմեց 7.8 տոկոս, ինչը համաշխարհային ֆինանսական ճգնաժամից ի վեր ամենաբարձր ցուցանիշն է»,-նշված է համառոտագրում:

 

Բանկը նաև նկատել է՝ 2019 դեկտեմբերին ցածր գնաճը պահպանվել է (0.7 տոկոս նախորդ տարվա նույն ժամանակահատվածի նկատմամբ), իսկ 2020 թ. հունվարին ավելի դանդաղել: «Դեկտեմբերին գնաճին նպաստեցին ալկոհոլային խմիչքների և ծխախոտային արտադրանքի գների 4.6 տոկոսանոց աճը և տրանսպորտային ծախսերի 2.3 տոկոսով բարձրացումը: 2019թ. միջին տարեկան գնաճի ցուցանիշը կազմեց 1.4 տոկոս (նվազելով 2018 թ. 2.5 տոկոսից), որի մեկ տոկոսային կետը պայմանավորված էր սննդամթերքի և խմիչքների գների աճով: Ամենավերջին տվյալները ցույց են տալիս, որ հունվարին գների փոփոխություն գրեթե չի եղել, ընդ որում նախորդ տարվա նույն ժամանակահատվածի նկատմամբ գնաճը կազմել է 0.2 տոկոս»,-ասված է համառոտագրում:

 

Բանկը նկատել է՝ չնայած գնաճի ցուցանիշը զգալի ցածր է ՀՀ ԿԲ թիրախային միջակայքից (4 +/-1.5 տոկոս), ՀՀ ԿԲ խորհուրդը հունվարի 24-ի խորհրդի նիստում կայացրել է վերաֆինանսավորման տոկոսադրույքն անփոփոխ՝ 5.5 տոկոս թողնելու որոշում, նկատելով, որ առաջիկայում սպասվող ավելի ընդլայնողական հարկաբյուջետային քաղաքականությունը կարող է խթանել գնաճի բարձրացմանը:

 

Համառոտագրում նշվում է նաև դեկտեմբերին նախորդ տարվա նույն ժամանակահատվածի նկատմամբ գրանցված ներմուծման 52 տոկոսանոց աճի մասին՝ արտահանման 13 տոկոսանոց աճի համեմատ: Բանկը նկատել է՝ ընթացիկ հաշվի այլ մուտքերի կատարողականը բարձր է եղել: Մասնավորապես միջազգային զբոսաշրջիկների ժամանումը 2019 թվականին աճել է 14,7 տոկոսով `հասնելով 1,9 միլիոն զբոսաշրջիկի: Բացի այդ, բարձր է եղել նաև արտասահմանից փոխանցումների աճը, հավանաբար նաև չգրանցված վերաարտահանման պատճառով:

 

Համառոտագրում նշված է՝ դեկտեմբերին անվանական փոխարժեքի մեղմ արժեզրկումից հետո, հայկական դրամն ամրապնդվել է 2020 թ. հունվարին:

 

«Դեկտեմբերի բարձր կապիտալ ծախսերի հետևանքով բյուջեի 40 միլիարդ ՀՀ դրամ կազմող հավելուրդը տարեվերջին վերածվեց 71 միլիարդ ՀՀ դրամի պակասուրդի: Այնուհանդերձ, պակասուրդը ցածր է 98 միլիարդ ՀՀ դրամի տարեկան բյուջեի պակասուրդի ծրագրային ցուցանիշից: Այն պայմանավորված էր 5 տոկոս լրացուցիչ զուտ հարկերի հավաքմամբ (42 միլիարդ ՀՀ դրամի չափով նախկին հարկային պարտավորությունները կազմակերպություններին վերադարձնելուց հետո) և 15 տոկոսով կապիտալ ծախսերի թերակատարմամբ, իսկ ընթացիկ ծախսերը կատարվեցին ըստ նախատեսվածի»,-նշված է համառոտագրում:

 

Բանկը նկատել է, որ կապիտալ ծախսերի աճը դեկտեմբերին պայմանավորված է եղել նաև խոշոր ռազմական տեխնիկայի ձեռքբերմամբ: 2019 թ. վերջի դրությամբ Կառավարության պարտքը կանխատեսվող ՀՆԱ-ի 50 տոկոսից ցածր էր:
