Այս նախագիծը որքան սպասված է շատերի կողմից, այնքան էլ սպասված չէ այն մարդկանց կողմից, որոնք ծխում են եւ գտնում են, որ իրենց իրավունքները այս նախագծով կարող են ոտնահարվել: Այս մասին այսօր՝ փետրվարի 13-ին ԱԺ-ում «Ծխախոտային արտադրատեսակների եւ դրանց փոխարինիչների օգտագործման հետեւանքով առողջությանը հասցվող վնասի նվազեցման եւ կանխարգելման» մասին եւ կից ներկայացված օրենքների նախագծերի փաթեթի քննարկման ժամանակ նշեց «Իմ քայլը» խմբակցության պատգամավոր Սոֆյա Հովսեփյանը:

Նշենք, որ այս օրնագծերով հիմնական զեկուցողը Առողջապահության փոխնախարար Լենա Նանուշյանն է:

Սոֆյա Հովսեփյանը նշեց, որ ինքը կողմ է այս փաթեթի խստագույնս կիրառմանը. «Բայց ես հիմա չեմ ուզում խոսել օրենքից: Ուզում եմ խոսել երկու պարադոքսալ մոտեցման մասին: Տիկին Նանուշյանը խոսում է առողջության պահպանման, ծխելու վնասների մասին, որեւէ մեկը չի կասկածում, որ առողջապահության նախարարությունը առավելագույն շահը պետք է ունենա յուրաքանչյուր մարդու առողջության պահպանման համար, բայց միաժամանակ գործողություններ ու քայլեր են լինում, որոնք անմիջականորեն առնչվում է տիկին Նանուշյանի հետ, որտեղ առողոջությաւնը դուրս է մղվում, որովհետեւ կան անձնական ամբիցիաներ»,-ասաց պատգամավորը:

Նա անդրադարձավ ՁԻԱՀ-ի կանխարգելման կենտրոնի եւ Նորքի ինֆեկցիոն կենտրոնի միացման խնդրին՝ նշելով, որ դա կապված է անձամբ փոխնախարար Նանուշյանի անվան եւ գործունեության հետ:

Ինչ վերաբերում է Նանուշյանի ֆեյսբուքյան գրառմանը, որտեղ նա նշել էր, որ այն մարդիկ, որոնք այս օրերին որոշակի շահերից ելնելով խոսում են ՄԻԱՎ-ով անձանց անունից ու նրանց կարիքներից, երբեւէ չեն հանդիպել նրանց հետ, Սոֆյա Հովսեփյանն ասաց. «Հիասթափեցնեմ ձեզ, մի քանի օր առաջ ես եմ խոսել, ոչ միայն հանդիպել եմ, այլեւ աշխատել եմ որպես հոգեբան: Այն, որ պատկերացնում եմ, թե ինչ կարող է որպես ռիսկ լինել, ձեր մոտեցումներն արդեն աղետալի է: Խոսել այստեղ առողջության պահպանման մասին եւ գործել մեկ այլ ոլորտում հակադարձ, ես զարմանում եմ, թե դա ինչպես կարող է լինել: Ես ուրախ կլինեմ, որ բոլոր ոլորտներում, բոլոր քայլերում հարգվի յուրաքանչյուր քաղաքացու իրավունք, որովհետեւ այս պահին խստագույնս ոտնահարված է ՄԻԱՎ-ով ապրող մարդկանց իրավունքները:

Եթե նրանց տանում ենք պոլիկլինիկ ծառայության մեջ, ուղղակի այդ մարդկանց տանում ենք դատապարտման: Սթափվեք, քանի շատ ուշ չի, եւ անձնական ամբիցիաները մի դարձրեք մարդկանց համար դատավճիռ»:

Հիշեցնենք, որ փոխնախարար Լենա Նանուշյանը ֆեյսբուքյան իր էջում գրառում էր արել. «Բոլոր նրանց եմ ուղղում խոսքս, ովքեր այս օրերին որոշակի շահերից ելնելով խոսում են ՄԻԱՎ-ով անձանց անունից ու նրանց կարիքներից. դուք երբեւիցե հանդիպե՞լ եք ՄԻԱՎ-ով ապրող անձի, ձեռքը սեղմե՞լ եք, հարցրե՞լ եք նրան, թե ինչ սոցիալական, առողջապահական կամ իրավական խնդիրների են իրենք բախվում իրենց ամենօրյա կյանքի ընթացքում, փորձե՞լ եք այդ խնդիրները խորությամբ ուսումնասիրել, գտնել լուծումներ, մշակել ծրագրային առաջարկներ, գուցե նաեւ բյուջեի օրենքի նախագծի առաջարկ կամ օրենսդրական այլ առաջարկ։

Փորձեք այս ուղիով գնալ, վստահեցնում եմ ձեզ, որ դրանով մի քիչ ավելի կթեթեւացնեք նրանց հոգսերը, այլ ոչ թե առանց խորությամբ հասկանալու խնդիրները՝ ամբողջ երկրով մեկ գոռալ, թե իրենց իրավունքները վտանգված են»:
