ԿԲ-ն անփոփոխ է թողել վերաֆինանսավորման տոկոսադրույքը՝ 5,5 տոկոս

Հայաստանի Կենտրոնական բանկի խորհուրդը հունվարի 24-ի իր նիստում անփոփոխ է թողել վերաֆինանսավորման տոկոսադրույքը՝ 5,5 տոկոս:
ԿԲ-ից հայտնում են, որ 2019 թ. դեկտեմբերին գրանցվել է 1.3% գնաճ՝ նախորդ տարվա նույն ժամանակահատվածի 1.5%-ի դիմաց, ինչի արդյունքում տարին ամփոփվել է 12-ամսյա գնաճի 0.7% մակարդակով։
Պայմանավորված արտաքին հատվածում տնտեսական անորոշությունների նվազմամբ եւ առանձին հումքային եւ պարենային ապրանքների առաջարկի գործոններով, միջազգային շուկաներում արձանագրվել է գների որոշակի աճ։ Այնուամենայնիվ, համաշխարհային տնտեսության աճի տեմպերը դեռեւս համեմատաբար ցածր են, ինչին համապատասխան թույլ է մնում նաեւ համաշխարհային պահանջարկը: Ընդհանուր առմամբ ԿԲ խորհուրդը արտաքին հատվածից գնաճային միջավայրի վրա էական ազդեցություններ չի ակնկալում:
Խորհուրդն արձանագրում է, որ չորրորդ եռամսյակում եւս գրանցվել է բավականին բարձր տնտեսական ակտիվություն, որի ներքո տնտեսական աճի տարեկան գնահատականները կգերազանցեն նախկին սպասումները։ Ներքին պահանջարկի աճը նույնպես գնահատվում է բարձր՝ հիմնականում մասնավոր սպառման աճի պատճառով, ինչին շարունակում է նպաստել խթանող դրամավարկային քաղաքականությունը։ 2019 թ-ի չորրորդ եռամսյակում հարկաբյուջետային քաղաքականությունը գնահատվում է խթանող եւ ակնկալվում է, որ այն կպահպանվի նաեւ այս տարվա ընթացքում, իսկ չափը մեծապես կախված կլինի իրականացվող հարկաբյուջետային քաղաքականության ընթացքից։
Հաշվի առնելով արտաքին եւ ՀՀ տնտեսությունների վերոնշյալ փաստացի զարգացումները եւ հարկաբյուջետային քաղաքականության սպասվող խթանող ազդեցությունը, ինչպես նաեւ շարունակելով նախապատվություն տալ գնաճի աստիճանական վերականգնմանը, ԿԲ խորհուրդը նպատակահարմար է գտնում պահպանել դրամավարկային պայմանների խթանման ներկա չափը՝ անփոփոխ թողնելով վերաֆինանսավորման տոկոսադրույքը։ Խորհուրդը նաեւ գտնում է, որ կանխատեսվող մակրոտնտեսական զարգացումների պարագայում անհրաժեշտ կլինի դեռեւս պահպանել խթանող դիրքը, որի արդյունքում ակնկալվում է, որ գնաճն առաջիկա ամիսներին կպահպանվի նպատակային ցուցանիշից ցածր մակարդակում՝ աստիճանաբար վերադառնալով նպատակային ցուցանիշին միջինժամկետ հատվածում:
Նշենք, որ ներկայումս առկա են գնաճի կանխատեսված հետագծից շեղման երկկողմանի ռիսկեր, որոնց դրսեւորման դեպքում Կենտրոնական բանկը պատրաստ է համապատասխանորեն արձագանքել՝ ապահովելով գների կայունությունը միջնաժամկետ հատվածում։
