ՀՀԿ-ն վերածվել է «դաղալ» երեխայի․ Հրայր Թովմասյանին դարձնում են իրենց հանցագործությունների պատասխանատուն
VIDEOԻշխող «Իմ քայլը» խմբակցությունը որոշեց Հրայր Թովմասյանի և ՍԴ 6 անդամների պաշտոնավարման դադարեցման հարցը լուծել հանրաքվեի ճանապարհով:
Այս առնչությամբ քաղաքագետ Արմեն Հովհաննիսյանը «Առաջին լրատվական»-ի հետ զրույցում նկատեց. «Անհրաժեշտ է առանձնացնել նպատակը և միջոցները: Նպատակը լիովին հասկանալի է և տրամաբանական: Անտրամաբանական էր, որ երկու տարի դեռ այդ խնդիրը լուծված չէր. առաջին քայլերից մեկը պետք է լիներ նոր սահմանադրական կարգի հաստատմանը ուղղված քայլը»:
Նրա խոսքով՝ ռեժիմի կոնսոլիդացմանը իրավական ձև տալու գործում առաջնահերթ դեր է կատարել Սահմանադրական դատարանը. «Դա հաղթահարելու համար, բնականաբար, պետք է դադարի այդ գործիքը գոյություն ունենալ և դրա տեղը ժողովրդական արժեքներին և ազգային շահերին համարժեք այլ գործիքներ պետք է տեղադրվեն»:
Քաղաքագետի համոզմամբ՝ ՍԴ գործունեությանը պետք է դրվի քաղաքական գնահատական, թե ինչպես է ստացվել, որ ՀՀ քաղաքացիներից խլվել է պետությունը. «Եվ այստեղ ամեն մեկին պետք է տրվի համապատասխան գնահատական՝ ոչ միայն ՍԴ գործունեությանը»:
Անդրադառնալով ՍԴ-ի ստեղծման 24-ամյակին՝ Արմեն Հովհաննիսյանը տարակուսում է. «Այդպես կարելի է գեստապոյի 30-ամյակը կամ սովետական տրոյկաների 100-ամյակը նշել: Ի՞նչ դեր է խաղացել Սահմանադրական դատարանը Հայաստանի Հանրապետության և նրա քաղաքացիների կյանքում, որ դա համարում են նշելու և արժևորելու առիթ»:
Քաղաքագետն ընդգծեց՝ յուրաքանչյուր ընտրակեղծիք օրինականացնելուց հետո ՍԴ անդամներն իրենց շրջանակում հայտարարում էին, որ իրենք կանխել են քաղաքացիական բախումները. «Նրանք պետք է հասկանան, որ այդ բախումները իրենք կանխել են ուժեղ կողմի հանցագործությունը օրինականացնելով, այսինքն՝ որպեսզի բախում չլինի, եկեք բռնաբարողին հայտարարենք, որ նա բռնաբարող չի»:
Անդրադառնալով ՀՀԿ-ի հայտարարությանը՝ մեր զրուցակիցն ասաց. «Հայ ժողովուրդն ուզում է ապրել համընդհանուր կանոնների պայմաններում, երբ բոլորը օրենքի առաջ հավասար են, և այդ Հայաստանում Հայաստանի Հանրապետական կուսակցություն լինել չի կարող, որովհետև դա այդ իրավունքների մի զգալի մասի բռնազավթիչների կուսակցություն է: Դա այն կուսակցությունն է, որի նպատակը եղել է այդ իրավունքները խլել, օրինականացնել և այլևս երբեք հետ չտալ: Չստացվեց»:
