Էջմիածնի քաղաքապետարանի որոշումները. ովքեր են արժանացել «հատուկ» ուշադրության
SOCIETYՆոր Հայաստանի ընտրված քաղաքապետերը հաճախ են խոսում իրենց աշխատելաոճի թափանցիկությունից, որը արտահայտվում է իրենց կայացրած որոշումների և, հատկապես, գնումների գործընթացը թափանցիկ կազմակերպելու մեջ: Այդպես է դա թե ոչ, պետք է դատել նրանից, թե ինչ որոշումներ են կայացնում ՔՊ-ական քաղաքապետերը: Բնավ չենք պնդում, որ ստորև շարադրված նյութում ակնարկվում է կոռուպցիոն ռիսկը կամ հովանավորչությունը, սակայն դրանք որոշումներ են, որոնք, մեղմ ասած, թափանցիկ չեն և որոշակի հարցեր են առաջացնում:
Օրինակ, Էջմիածնի քաղաքապետը վերջերս որոշում էր կայացրել, որով քաղաքում սկսվելու է «խելացի» կանգառների տեղադրման գործընթացը: Սա ինքին ողջունելի նախաձեռնություն է, սակայն պետք է հանրությունը տեղյակ լինի, թե ովքեր են, ի վերջո, կանգնած «Խելացի քաղաք» ՍՊԸ-ի հետևում:
«Խելացի կանգառ» ՍՊԸ համասեփականատերերից մեկը հանդիսանում է նաև շուկայում բավական հնչեղ անուն ունեցող «Մեգա Պլաստ» ընկերության սեփականատերը:
Մեկ այլ որոշումը վերաբերվում էր շտապ կարգով տոնածառ գնելուն, այն էլ՝ մեկ անձից:
Թե ով է այդ անձը՝ դժվար է ասել, սակայն փաստենք, որ Էջմիածնի համայնքապետարանն ամանորյա տոնական միջոցառումների համար տրամադրել էր 28,500,000 դրամ, որից տոնածառի ձեռքբերման համար ծախսվել է 12,000,000 դրամ։ Համայնքապետարանից ներկայացվում են մյուս ծախսերը քաղաքի զարդարման համար՝ շուրջ 7,700,000 դրամ, որից 996,700 դրամն ուղղվելու է տոնածառի արհեստական ճյուղ, տոնածառի գնդիկներ, փայլ, խաղալիքներ, իսկ 176,000 դրամը՝ մալուխ ձեռք բերելու համար։
Բացի սա, շուրջ 2 միլիոն դրամ հատկացվելու է տնակների տեղափոխման ծառայության և տնակների վարձակալության համար։ Ի դեպ, տոնածառը, բնավ էլ աննախադեպ չէր, այլ նույնությամբ կրկնում էր 2015-ին Վիլնյուս քաղաքում տեղադրված տոնածառը:
