Կառավարությունն օրերս հավանության արժանացրեց վարչատարածքային բարեփոխումներ իրականացնելու օրենսդրական նախաձեռնությունների փաթեթը, որի ընդունման դեպքում կձևավորվեն Տավուշի մարզի Իջևան և Լոռու մարզի Լերմոնտովո բազմաբնակավայր միավորված համայնքները: 

Արդյունքում Լոռու մարզում կմիավորվեն Լերմոնտովո և Անտառաշեն համայնքները, իսկ Տավուշի մարզում՝ նախկին Իջևանի շրջանի թվով 19 համայնքը։ Համայնքների խոշորացման գործընթացը Հայաստանում երբեք էլ հանգիստ չի ընթացել։ 

Եղել են տարաբնույթ դժգոհություններ։ Իհարկե, ամենակարևորն այն է, որ իշխանությունները երբեք հաշվի չեն առնում բնակիչների կարծիքը և ցանկությունը։ 

Այն ժամանակ, երբ կառավարությունում քննարկվում էր համայնքների խոշորացման հերթական փաթեթը, Արմավիրի մարզի բնակիչները փողոց էին դուրս եկել՝ բողոքելով իրենց մարզում տեղի ունեցող խոշորացման ծրագրից։ Մարզում մտադիր են մեկ փնջի մեջ միավորել 16 համայնք։ 

«Ագրարագյուղացիական միավորում» ՀԿ-ի նախագահ Հրաչ Բերբերյանն, անդրադառնալով համայնքների խոշորացմանը, նախ հետևյալ դիտարկումն է անում. «Ճիշտն ասենք՝ այսօրվա իշխանություններն ընդհանուր առմամբ կապ չունեն խոշորացման գործընթացի հետ։ Դա արվել է նախկին իշխանությունների ժամանակ։ 

Դեռ այն ժամանակ շատ տեղերում մատների արանքով են նայել խոշորացման հարցին, նույնիսկ  մարզպետների քմահաճույքով ձևավորվել են այդ միավորումները։ Ավելին ասեմ՝ դա արվել է իրենց քմահաճույքով, որ հետագայում քաղաքական գործընթացներում այդ միավորումները կարողանան ճիշտ օգտագործել։ 

Հնարավոր է՝ գյուղապետները համաձայն են եղել միավորմանը, եղել է ու կա մաքուր թղթաբանություն, բայց ժողովրդի կարծիքը համարյա թե չեն հարցրել։ 

Իհարկե, հիմա ինձ կարող են հակադարձել, որ քննարկումներ ու ժողովներ են եղել, բայց իրականությունն այլ է»,-«Փաստի» հետ զրույցում ասում է 

Բերբերյանը։ Նա ընդգծում է՝ այսօր կան միավորումներ, որոնք ճիշտ են աշխատում, և հավելում է՝ պետք է միավորել մեկ-երկու, ոչ թե, ասենք, 27 գյուղ, հաշվի առնել համայնքների աշխարհագրական դիրքը, լսել ժողովրդի կարծիքը։ 

Տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանը կառավարության նիստի ժամանակ ասել էր, որ եթե որևէ համայնքում խնդիր է առաջանում, և համայնքը չի ցանկանում միավորվել, ձևավորվում է նախաձեռնող խումբ, որն իրականացնում է ստորագրահավաք, համայնքի ընտրողների 20 տոկոսի ստորագրությունն ունենալու պարագայում դիմում է համայնքապետարան, որն էլ նախաձեռնում է հանրաքվեի իրականացում։ 

«Համաձայն եմ տարածքային կառավարման և ենթակառուցվածքների նախարարի հետ։ Կարծում եմ՝ հանրաքվե էլ պետք չէ անցկացնել, կարելի է ընդամենը ստորագրահավաք կազմակերպել և դրանով հարցը լուծել, գործն ավելի հեշտացնել»,-նշում է ՀԿ-ի նախագահը։ 

Բերբերյանն այս և մյուս բոլոր գործընթացներում կարևորում է այն, որ իշխանությունները պետք է հաշվի նստեն ժողովրդի կարծիքի հետ։ 

«Եթե իրոք ուզում ենք ժողովրդավարական պետություն ունենալ, պետք է հաշվի առնենք ժողովրդի կարծիքը։ Տեսեք՝ օրեր առաջ ֆերմերները բողոքի ձայն բարձրացրեցին սպանդանոցների հետ կապված, որովհետև ժամանակին արտադրողի կարծիքը հաշվի չէին առել։ Սա շարունակվելու է։ 

Կառավարությունն անընդհատ ներքաշվելու է տարբեր ակցիաների մեջ, ժողովուրդը բողոքելու է, եթե շարունակեն մարդկանց կարծիքն անտեսել։ Կգնա՞նք այն ճանապարհով, երբ հաշվի կառնվեն բոլորի շահերը, ուրեմն հաջողության կհասնենք»,-եզրափակում է Հրաչ Բերբերյանը։
