Կարագի գները շուկայում նվազել են․ ՏՄՊՊՀ
ECONOMICSՀՀ ՏՄՊՊՀ-ն 2019 թվականի ընթացքում ուսումնասիրություն է իրականացրել «Կարագ» ապրանքային շուկայում՝ հաշվի առնելով նախորդ տարիների ուսումնասիրություններով արձանագրված բարձր կենտրոնացվածության մակարդակը, ինչպես նաեւ կարագի՝ նվազագույն սպառողական զամբյուղում զգալի տեսակարար կշիռ ունենալու հանգամանքը: Ուսումնասիրության նպատակն էր ներմուծումից եւ արտադրությունից մինչեւ վերջնական սպառողներին իրացման շղթայում առկա մրցակցային խնդիրների վերհանումը եւ շրջանառության ոլորտում գործող իրավական կարգավորումների ազդեցության գնահատումը առկա մրցակցային միջավայրի վրա:
Ուսումնասիրությունները ցույց են տվել, որ 2019 թվականի հունվարից հոկտեմբեր ընկած ժամանակահատվածում թվով 36 տնտեսվարող սուբյեկտների կողմից Հայաստան է ներմուծվել մոտ 2 727 տոննա կարագ: Նախորդ տարվա նույն ժամանակահատվածի դրությամբ ներմուծումը 9 տոկոսով կրճատվել է՝ 1 կիլոգրամի միջին մաքսային արժեքի շուրջ 5 տոկոսի նվազմամբ, միաժամանակ մոտ 46 տոկոսով ավելացել է ՀՀ-ում արտադրված կարագի ծավալը, ինչն ուղեկցվել է նաեւ կարագ արտադրող ընկերությունների թվաքանակի ավելացմամբ (28-ից հասնելով 30-ի):
Հանձնաժողովն արձանագրել է նաեւ թվով 4 նոր տնտեսվարող սուբյեկտների մուտքը կարագի ներմուծման շուկա, որոնք տվյալ ժամանակահատվածում ներմուծել են շուրջ 127 740 կգ կարագ: Միաժամանակ 8 տնտեսվարողներ դադարել են զբաղվել կարագի ներմուծմամբ, որոնք 2018 թվականի հունվարից հոկտեմբեր ընկած ժամանակահատվածում ներմուծել էին ընդամենը 64 572 կգ կարագ:
2019 թվականի դիտարկվող ժամանակահատվածում մոտ 4 անգամ ավելացել են արտահանված կարագի ծավալները՝ կազմելով 52 տոննա, արտահանում իրականացնող ընկերությունների թիվն ավելացել է 2-ով (3-ից հասնելով 5-ի):
Ուսումնասիրված ժամանակահատվածում կարագի (բարձր գնային սեգմենտի) մանրածախ գները տատանվել են շուրջ 4700-4300 դրամի սահմաններում՝ դրսեւորելով նվազման դինամիկա: Ուսումնասիրությունները նաեւ փաստել են, որ շատ հաճախ առեւտրի կետերում (հատկապես խոշոր առեւտրային ցանցերում) կարագը, սփրեդը եւ մարգարինը ներկայացված են միասին, ինչը հատկապես կգ-ով վաճառքի պարագայում կարող է շփոթություն առաջացնել սպառողների շրջանում: Խնդրի կարգավորման նպատակով հանձնաժողովն առաջարկել է օրենսդրությամբ պահանջ սահմանել մանրածախ առեւտրի կետերում վերոնշյալ ապրանքների առանձնացված կերպով ներկայացման համար:
Չնայած այն հանգամանքին, որ 2019 թվականի դիտարկվող ժամանակահատվածում «Կարագ» ապրանքային շուկան շարունակել է համարվել բարձր կենտրոնացվածություն ունեցող, այդուհանդերձ, 2018 թվականի համեմատվող ժամանակահատվածի նկատմամբ կենտրոնացվածությունը ցույց տվող ինդեքսների արժեքը զգալիորեն կրճատվել է, ինչը վկայում է շուկայում առկա մրցակցային միջավայրի բարելավման մասին:
