Եթե մինչ օրս իշխանությունը չի գիտակցել, թե ինչ է անում, արդեն այսօր հետքայլ ակնկալելն անիմաստ է։ Այս կարծիքին է փաստաբան Երվանդ Վարոսյանը, որի հետ զրույցում անդրադարձել ենք նախօրեին իրականացված գործողություններին, դատաիրավական համակարգի շուրջ ծավալվող գործընթացներին։ 

Անդրադառնալով նախ քաղակտիվիստներին բերման ենթարկելու դեպքի վերաբերյալ այն գնահատականներին, թե դրանք բացառապես իրավական էին՝ Ե. Վարոսյանը նշեց. «Առհասարակ, իշխանական սազանդարներ բոլոր իշխանությունների օրոք էլ եղել են, կան ու կլինեն։ 

Նրանք պահվում են հենց նման դիրքորոշում արտահայտելու համար։ 

Իսկ նախօրեին տեղի ունեցածն օրենքի դաշտում տեղավորելու փորձերն ուղղակի ծիծաղելի են։ Ակնհայտ է, որ քաղաքական հակառակորդներին ասֆալտին պառկեցնելու մեծագույն ցանկություն կար, որը և իրականացվեց։ Մի դեպքում անունը կդնեն զենք պահելու, մյուսինը՝ թմրամիջոց պահելու կասկածանք, միևնույն է, նման մոտեցմամբ յուրաքանչյուրս ամեն վայրկյան կարող ենք տարվել ոստիկանություն։ 

Մեծ հաշվով, խայտառակություն է, երբ որևէ քաղաքական ուժ իրավապահ մարմնին օգտագործում է իր այս կամ այն ցանկությունները բավարարելու համար։ 

Դա երբևէ որևէ քաղաքական ուժի ոչ մի լավ բանի չի հանգեցրել և հիմա էլ չի հանգեցնի»։ Ինչ վերաբերում է այն մթնոլորտի բացառմանը, որն արդեն տևական ժամանակ է, ինչ ստեղծվել է դատաիրավական համակարգի շուրջ, փաստաբանը շեշտեց. «Առողջացման համար անհրաժեշտ է քաղաքական կամք, ծրագիր, գիտակցություն, ճանապարհային քարտեզ, և, ամենակարևորը, այդ ամենը իրականացնելու ցանկություն։ 

Դու ուզո՞ւմ ես անկախ դատական համակարգ ունեցող պետություն կառուցել, թե՞ ոչ, քեզ համար առհասարակ կարևո՞ր է քո կողմից քաղաքական իշխանությունը պահելը, թե դա չորրորդական հարց է։ Բանալին հենց նշվածների մեջ է։ 

Այս պահի դրությամբ մենք տեսնում ենք ընդամենը լիակատար իշխանություն ունենալու մղում ու ցանկություն, ինչը վատ է։ Եվ այդ պարագայում անհասկանալի է, թե ինչի համար էր 2018 թվականի իշխանափոխությունը։ Այս դեպքում իմաստը ո՞րն էր»։ 

Երվանդ Վարոսյանի կարծիքով, երկու խնդիր կա, որոնց առկայության պարագայում այսօր ունենք այն, ինչ ունենք. 

«Առաջինը ամբողջությամբ իշխանություն ունենալու ցանկությունն է։ Երկրորդ՝ չկա գործողությունների ծրագիր, թե առհասարակ ինչու է պետք այդ իշխանությունը։ 

Այս երկու բաղադրիչից էլ ծնվում է այն անլուրջ իրավիճակը, որն այսօր ունենք»։ Փաստաբանն ընդգծեց՝ արդեն իսկ կանգնել ենք խնդիրների առաջ, և խոսքը հատկապես մարդու իրավունքներին է վերաբերում. 

«Այդուհանդերձ, անլուրջ իրավիճակը չի կարող իր հետքը չթողնել բոլոր բնագավառներում։ 

Թեպետ տևական ժամանակ ես նույնպես կարծում էի, որ ինչ-որ պահի հետքայլ կլինի, բայց հիմա, ընդհանուր առմամբ, կարող եմ պնդել, որ հետքայլ չի կատարվելու։ Եթե գիտակցելու ցանկություն լիներ, իշխանությունը գիտակցած կլիներ, թե ինչ է անում»։
