Վճարված հարկերի մեծությունը ավելացել է շուրջ 254 մլրդ-ով. Նիկոլ Փաշինյան
ECONOMICSՀՀ վարչապետ Նիկոլ Փաշինյանը ֆեյսբուքյան իր էջում գրում է.
«2019թ արդյունքներով առաջին 1000 խոշոր հարկ վճարողների կողմից վճարված հարկերի մեծությունը կազմում է 1 տրիլիոն 61 մլրդ դրամ: 2018-ի համեմատ արձանագրվել է 122 մլրդ դրամի աճ (13%): 2017-ի համեմատությամբ՝ վճարված հարկերի մեծությունը ավելացել է շուրջ 254 մլրդ-ով, կամ 31%-ով։
Մինչ հաջորդ փաստի ձեւակերպումը ասեմ, որ ուղղակի հարկատեսակները (եկամտային հարկ, շահութահարկ) ավելի հակված են ստվերայնության, քան անուղղակի հարկերը։ Սա հատկապես խոշորների պարագայում, որոնք ակցիզային հարկը, ԱԱՀ-ն ավելի մեծ պատրաստակամությամբ են վճարում, քանի որ այդ հարկերը ետ են ստանալու սպառողներից, որովհետեւ այդ հարկերը ներառվում են վաճառքի գնի մեջ։
Համապատասխանաբար՝ հարկային վարչարարության տեսանկյունից էլ ուղղակի հարկերի արձանագրումը ավելի մեծ ջանք է պահանջում, քան անուղղակի հարկերը։
Սա հաշվի առնենք եւ տեսնենք, թե՝ 1000 խոշորների կողմից վճարված հարկերի մեջ ուղղակի հարկերի մասնաբաժինը ի՞նչ փոփոխություններ է կրել վերջին տարիներին։
Ըստ այդմ, 2019-ին վճարված ուղղակի հարկերի թիվը 2017թ համեմատ ավելացել է ավելի քան 4․4 տոկոսային կետով։ Մասնավորապես եթե 2017-ին 1000 խոշորների կողմից վճարված հարկերի մեջ (807 մլրդ) ուղղակի հարկերը կազմում էին միայն 252 մլրդ (կամ շուրջ 31.2%), ապա ինչպես 2018-ին, այնպես էլ 2019-ին ուղղակի հարկերի մասնաբաժինը կազմել է 35.6% (2018թ՝ 335 մլրդ, 2019թ` 378 մլրդ): Սա խոսում է հարկերի կառուցվածքում որակական փոփոխությունների մասին։
Այն հանգամանքը, որ ստեղծվել է կամ ստվերից դուրս է եկել 81 հազար 534 աշխատատեղ նկատվում է նաև խոշորների մոտ։ Մասնավորապես եթե 2018 թվականի ընթացքում խոշորների կողմից վճարվել է 173 մլրդ եկամտային հարկ (այս հարկը մասհանվում է վճարված աշխաատավարձերից) ապա 2019թ այս մասով առկա է առաջանցիկ աճ՝ 208 մլրդ դրամ (20% աճ)։
2019-ի հունվար-դեկտեմբեր ժամանակահատվածում 10 խոշորագույն հարկատուները պետական բյուջե են վճարել մոտ 257 մլրդ դրամ հարկ, ինչը նախորդ տարվա համեմատությամբ ավելի է շուրջ 23 մլրդ դրամով կամ շուրջ 10%-ով։
2019թ. ընթացքում 1 մլրդ դրամից ավելի հարկ է վճարել հայաստանյան 191 ընկերություն։ 2018-ին այդպիսի ընկերությունների թիվը 166 էր, 2017-ին` 141:
Նույն կերպ, 2019-ի ընթացքում 500 մլն դրամից ավելի հարկ վճարել է 361 ընկերություն: Նախորդ տարվա նույն ժամանակահատվածում այդպիսի ընկերությունների թիվը 320 էր, 2017-ին` ընդամենը 285:
2019թ. ընթացքում 100 մլն դրամից ավելի ուղղակի հարկեր են վճարել 555 ընկերություններ, 2018-ին նման ընկերությունների թիվը եղել է 497, 2017-ին` 425»:
