Նոր տարում նոր «վոյաժներ». «Փաստ»
POLITICS«Փաստ» թերթը գրում է․
ԿԳՄՍ նախարար Արայիկ Հարությունյանը և նախարարի տեղակալ Արևիկ Անափիոսյանը Միացյալ Թագավորության կրթության պետական նախարար Դամիան Հայնդզի հրավերով մեկնել են Լոնդոն՝ հունվարի 20-22-ը մասնակցելու Համաշխարհային կրթական ֆորումին:
Նշենք, որ այս համաժողովը շատ կարևոր է կրթության հիմնահարցերի քննարկման առումով, այս ֆորումին մասնակցելու ավանդույթը դրվել է դեռևս 2013-ին։
Հավելենք նաև, որ Համաշխարհային կրթական ֆորումը կրթության նախարարների մասնակցությամբ իրականացվող՝ աշխարհի խոշորագույն ամենամյա հավաքներից մեկն է: Իրականում թվում է, թե այս ֆորումին մասնակցելու հետ կապված ոչ մի զարմանալի ու տարօրինակ իրադարձություն չկա, սակայն, ինչպես ասում են, «սատանան մանրուքների մեջ է»։
Խնդիրն այն է, որ եթե շատ հագեցած ծրագիր չէ, և առանձնահատուկ գերկարևոր հարցեր չեն բարձրաձայնվելու, անկախ ոլորտից, նախարարը և փոխնախարարը միասին չեն մասնակցում որևէ ֆորումի։
Հետևելով հաղորդագրություններին՝ պարզ է դառնում, որ հայկական պատվիրակությունը ֆորումի շրջանակներում առանձնապես ծանր ծրագիր չունի։
Տվյալ դեպքում, եթե ֆորումում անպայման մեր երկիրը պիտի ներկայանար նախարարի մակարդակով, ու նախարար Հարությունյանն էլ ժամանակ է գտել և մեկնել է համաժողովին, փոխնախարար Արևիկ Անափիոսյանի մեկնումն անհասկանալի է կամ, այլ կերպ ասած, փոխնախարարի այցը Լոնդոն պարզապես ստացվում է հերթական «վոյաժ» պետբյուջեի հաշվին։
Կառավարման փորձագետների համոզմամբ, բացառիկ դեպքերում է պատահում, որ միևնույն միջոցառմանը գործուղման են մեկնում և՛ նախարարը, և՛ փոխնախարարը։ Գործուղման առումով այս պարագայում գործ ունենք այդ բացառիկ դեպքերից մեկի հետ, սակայն հազիվ թե կրթական այդ ֆորումը, որքան էլ այն կարևոր լինի, կարելի է դասել նման բացառիկ միջոցառումների շարքին:
