«Փաստ» թերթը գրում է․ 

Նախորդ տարի պետական համակարգում կոռուպցիայի, կաշառքի, պաշտոնեական լիազորությունները չարաշահելու վերաբերյալ շատ հայտարարություններ են հնչել։ 

Հետհեղափոխական շրջանում իշխանության ներկայացուցիչներն անգամ բացառել են նման դեպքերի հնարավորությունը «Նոր Հայաստանում»։ Այդուհանդերձ, պաշտոնական տվյալներն այլ պատկեր են նշմարում, հատկապես, երբ դրանք համեմատում ենք նաև 2017 և 2016 թթ. ցուցանիշների հետ։

 Վիճակագրական կոմիտեի՝ օրերս հրապարակած տվյալների համաձայն, որոնք հիմնված են ոստիկանության ամփոփ տեղեկատվության վրա, փաստում են, որ 2019թ.-ի հունվար-նոյեմբեր ամիսներին պաշտոնեական լիազորություններ չարաշահելու և անցնելու դեպքերը կազմել են 333։ 2018թ. նույն ժամանակահատվածի համեմատ այդ դեպքերը 93-ով ավելացել են։ 

Պետական իշխանության, ծառայության և կառավարման կարգի դեմ ուղղված հանցագործությունների ընդհանուր թվից, որը 2019թ. հունվար-նոյեմբերին կազմել է 2 880, կաշառք ստանալը, տալը, կաշառքի միջնորդության դեպքերը 295-ն են եղել՝ 2018թ. նույն ժամանակահատվածի համեմատ նվազելով 173 դեպքով։ 

2019թ. հունվար-նոյեմբերին գրանցված հանցագործությունների ընդհանուր՝ 24 164 թվից կոռուպցիոն բնույթի հանցագործությունների 1 154 դեպք է գրանցվել, 2018թ.-ի նույն ժամանակահատվածում գրանցված 22 190 հանցագործության դեպքերից կոռուպցիոն բնույթի է եղել 1 334-ը։ 

Այսինքն, 2018-ի համեմատ 2019թ.-ին այդ դեպքերը 180-ով են նվազել։ Ուսումնասիրելով 2017 և 2016 թթ.՝ ավելի վաղ հրապարակված աղբյուրները, նկատում ենք, որ նշված որոշ հանցագործությունների մասով թե՛ 2017թ.-ին, թե՛ 2016-ին ավելի ցածր ցուցանիշներ են գրանցվել։ 2017թ. պետական իշխանության, ծառայության և կառավարման կարգի դեմ ուղղված հանցագործությունների թիվը կազմել է 2 956, 2016թ.-ին՝ 2 527։ 2018թ.-ի և 2019թ.ի համեմատ 2016թ.-ին և 2017թ.-ին պաշտոնեական լիազորությունները չարաշահելու և անցնելու առավել քիչ դեպքեր են գրանցվել՝ 2017թ.-ին՝ 150, 2016թ.-ին՝ 136։ 2017թ.-ին կաշառք ստանալու, տալու, կաշառքի միջնորդության դեպքերը 2018թ.-ի և 2019թ.-ի համեմատ կրկին ավելի քիչ են եղել։ 2017թ.ին նման դեպքերը եղել են 163, իսկ 2016թ.ին՝ 71։ 

Նշենք, սակայն, որ ի տարբերություն 2018 և 2019 թվականների, 2016թ.-ի և 2017թ.-ի ընթացքում իշխանության ներկայացուցչի նկատմամբ բռնություն գործադրելու դեպքերը համեմատաբար ավելի շատ են եղել։ Եթե 2019 և 2018 թվականների 11 ամիսների տվյալներով նման 44 և 45 դեպք է գրանցվել, ապա 2017թ.-ին և 2016թ.-ին համապատասխանաբար նման 48 և 58 դեպք է գրանցվել։
