Հայաստանի Հանրապետության ազգային անվտանգության ծառայությունը, որպես առաջնահերթություններից մեկը դիտարկելով կոռուպցիայի տարաբնույթ դրսևորումների դեմ ուղղված պայքարը, դրա հակազդմանն օրենքով իրեն վերապահված գործառույթների շրջանակներում ձեռնարկված օպերատիվ-հետախուզական միջոցառումների և քննչական գործողությունների արդյունքում բացահայտել է Երևանի քաղաքապետարանի մի շարք պաշտոնատար անձանց կողմից 2012-2015 թթ. ընթացքում շորթմամբ առանձնապես խոշոր չափերով կաշառք պահանջելու և ստանալու դեպք։

 

Ստացված փաստական տվյալների համաձայն՝ Երևան համայնքի Արաբկիր վարչական շրջանի ղեկավարի տեղակալի պաշտոնը նախկինում զբաղեցրած անձը ազգականի անվամբ սեփականաշնորհված, 300.000 ԱՄՆ դոլար արժեցող, 377մ2 մակերեսով Վաղարշյան փողոցի կաթսայատներից մեկը կառուցապատմամբ զբաղվող տնտեսվարող սուբյեկտի ներկայացուցչին՝ բազմաբնակարան շենքի կառուցապատման համար, 2013 թ. առաջարկել է իրենից ձեռք բերել շուկայականից էականորեն էժան՝ 62 միլիոն ՀՀ դրամով:

Պաշտոնատար անձը նշված գործարքի դիմաց առաջարկել է նաև կառուցվելիք բազմաբնակարան շենքից Երևանի քաղաքապետարանի մի շարք իրավասու պաշտոնատար անձանց որպես կաշառք հատկացնել 430.000 ԱՄՆ դոլարին համարժեք 500մ2 ընդհանուր մակերեսով բնակարաններ, առևտրային տարածքներ և 4 ավտոկայանատեղի՝ հակառակ դեպքում վերջիններիս անունից սպառնալով պաշտոնեական լիազորությունների շրջանակներում առավելագույնս խոչընդոտել տնտեսվարող սուբյեկտի ձեռնարկատիրական գործունեությանը։  

 

Շորթման արդյունքում ոտնահարվող իրավունքներն ու օրինական շահերը պաշտպանելու համար տնտեսվարող սուբյեկտի ներկայացուցիչը ստիպված համաձայնել է և 120.000 ԱՄՆ դոլարով կանխիկ գումարով գնված հիշյալ տարածքում բազմաբնակարան շենք կառուցելուց հետո՝ 2015-2017 թթ. շորթող անձանց  որպես առանձնապես խոշոր չափերով կաշառք հանձնել է պահանջված անշարժ գույքը՝ կնքելով առուվաճառքի պայմանագրեր նրանց մատնանշած անձանց հետ։

Առերևույթ հանցագործության դեպքի առթիվ ՀՀ ԱԱԾ քննչական դեպարտամենտում հարուցվել է քրեական գործ, կատարվում է նախաքննություն, միջոցներ են ձեռնարկվում հանցավոր շղթայի մեջ ներգրավված բոլոր անձանց պարզելու և պատասխանատվության ենթարկելու ուղղությամբ։

Ծանուցում. Ենթադրյալ հանցանքի համար կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով։
