Աբու Դաբիում Արմեն Սարգսյանի հանդիպումը ALNOWAIS Investments ընկերության հիմնադիր անդամ և նախագահ, ROTANA HOTEL MANAGEMENT CORPORATION-ի նախագահ Նասսեր Ալ Նովեյսի հետ իր մեջ կարող է պարունակել յուրօրինակ անակնկալ ԲՀԿ նախագահ Ծառուկյանի համար, եթե իհարկե ունենա առարկայական շարունակություն Հայաստանում ներդրումային հեռանկարի իմաստով: Այստեղ, իհարկե, գնդակն արդեն կհայտնվի կառավարության դաշտում, եթե նախագահ Սարգսյանն ու խոշոր ընկերության սեփականատերը ձեռք բերեն նախնական պայմանավորվածություն Հայաստանի վերաբերյալ ծրագրերի առնչությամբ:
1in.am-ն այսօր այսպիսի եզրակացության էր եկել՝ որոշելով, թե իբրև նախագահ Արմեն Սարգսյանն անակնկալ է մատուցել ԲՀԿ նախագահ Գագիկ Ծառուկյանին։
Անկեղծ ասած՝ առաջին անգամ եմ լսում, որ հանրապետության նախագահի գործունեության առաջնային նպատակը երկրի ազդեցիկ ուժերից մեկի ղեկավարին անակնկալ մատուցելն է ու անգամ չեմ էլ ուզում քննարկել այն օրակարգը, որ Արմեն Սարգսյանին տարել է Աբու Դաբի։
Ինձ այլ բան է զարմացնում, որ վերլուծական մակարդակում փորձ է արվում միմյանց հետ փոխկապակցել իրադարձություններ, որոնք հեռավոր աղերս անգամ չունեն։ Եթե Գագիկ Ծառուկյանն ամիսներ առաջ բարձրաձայնել է Աբու Դաբիի թագավորական ընտանիքի անդամների ու գործարարների հայաստանյան այցի ու Երևանի քաղաքապետ Հայկ Մարությանի «թեթև ձեռքով» տապալված ներդրումային ծրագրի մասին, չի կարելի մեխանիկորեն ենթադրել, որ Արմեն Սարգսյանի արաբական շրջագայությունը ԲՀԿ առաջնորդի դեմ դեմարշ է ու անպայման ինտրիգ փնտրել այնտեղ, որտեղ այն պարզապես գոյություն չունի։ Իսկ եթե Արմեն Սարգսյանի այցն ինտիգային հետագիծ ունի, ու ոմանք ոգևորված են, որ նա փակել է Ծառուկայնի գործունեության, այսպես ասած, արաբական էջը, ապա նրանց, մեղմ ասած, հիասթափություն է սպասում։
Նախ՝ Արմեն Սարգսյանը իր պաշտոնավարման ընթացքում բազմաթիվ երկրներ է այցելել, ունեցել է գործարար հանդիպումներ, բայց դրանից երկրի ներդրումային միջավայրն ամենևին էլ չի բարելավել․ թերևս արտաքին գործընկերները հրաշալի գիտեն, թե երկրում ովքեր են եղանակ ստեղծողները ու բնավ էլ բավարար չեն համարում իրենց տրված երաշխիքները։
Երկրորդը՝ Սարգսյանն Աբու Դաբիում ջանքեր է գործադրել ու շուրջ երեսուն րոպե սպասել այն մարդկանց ընդունելությանը, որոնք Հայաստանում Գագիկ Ծառուկյանի հյուրերն էին ու նույն երեսուն րոպեները մսխեցին՝ Երևանի քաղաքապետ Հայկ Մարությանի «ընդունելությանն» ու «մուննաթին» արժանանալու համար։ Մնում է ենթադրել, որ Սարգսյանն Աբու Դաբի էր գնացել՝ Մարությանի պահվածքի համար ներողություն խնդրելու նպատակով։ Եթե պետության գլխի գործառույթն ամբարտավան պաշտոնյանի վարքը սրբագրելն է, ապա ոչինչ չունեմ ավելացնելու, ուղղակի չեմ հասկանում, թե ինչու է այս ամենը կապվում Գագիկ Ծառուկյանի անվան հետ։
Արմեն Սարգսյանն իրականում հայտնվել է քարոզչական ծուղակում․ ստացվում է՝ ոմանք միտումնավոր տապալում են Ծառուկյանի նախաձեռնությամբ իրականացվող խոշորածավալ արտաքին ներդրումային ծրագրերը, որպեսզի նախագահի դեմքով օտար ափերում ժպտան արաբ ներդրողների, որոնք, սակայն, հրապուրվում են ոչ թե ժպիտներով, այլ՝ կոնկրետ երաշխիքներով, որոնք, ավաղ, փոշիացան, երբ նրանք այցելեցին քաղաքապետ Հայկ Մարությանին։
