«Փաստորեն բյուջե ասելով իրենց գրպանները՞ նկատի ունեն», Ֆեյսբուքի իր էջում հարց է բարձրացրել հոգեբան Միհրդատ Մադաթյանը։ 

 

Հիշեցնելով «Ազատության» հետ հարցազրույցում Հայաստանի հատուկ քննչական ծառայության պետ Սասուն Խաչատրյանի խոսքերը, թե  «այս տարին աննախադեպ էր վերականգնված գումարի առումով: 11 ամիսների տվյալներով վերականգվել է բյուջե, կանխկիկ գումարով վերականգնման մասին է խոսքը, 4 միլիարդ 300 միլիոն դրամի չափ գումար», հոգեբան անդրադառնում է, իր խոսքով՝ վատնումներին. «Քաղաքապետարանի տեղեկատվության և հասարակության հետ կապերի վարչությունից տեղեկացրել են, որ ընդհանուր առմամբ 2019 թվականի համար նախատեսված պարգևավճարները կազմում են 1 միլիարդ 930 միլիոն 937 հազար 600 դրամ:  Միաժամանակ պատասխանում նշվում է, որ սույն թվականի դեկտեմբերի 23-ի դրությամբ պարգևավճարների համար հատկացվել է 1.680.530.490 դրամ»: 

 

«2019 թվականի պետական բյուջեի մասին» ՀՀ օրենքով  Պետական եկամուտների կոմիտեի 2019 թվականի պարգևատրման ֆոնդը նախատեսվել է 1 միլիարդ 836 միլիոն դրամ», նշում է Մադաթյանը եւ ընդգծում, որ այդ ֆոնդը, ինչպես  նշված է որոշման նախագծի հիմնավորման մեջ, բավարար չէ Կոմիտեի բնականոն գործունեությունն ապահովելու նպատակով հարկային և մաքսային մարմինների աշխատանքներում բարձր արդյունավետություն ցուցաբերող աշխատակիցներին նախորդ տարիներից ձևավորված պարգևատրումները տարեսկզբից մինչև տարեվերջ վճարելու համար։

 

«Առողջապահության նախարարության միայն բարձրաստիճան պաշտոնյաներին հատկացված պարգևավճարների ընդհանուր թիվը շուրջ 65 միլիոն դրամ է։  Ընդհանուր առմամբ` ԿԳՄՍ նախարարությունում հատկացվել է` 456 միլիոն 209 հազար դրամ պարգևավճար: Այս ցուցակը կարելի է շարունակել, ինքներդ եք հասկանում՝ այլ նախարարություններ և գերատեսչություններ, մարզպետարաններ և այլն և այլն... Սակայն միայն այս թվածով, Սասուն Խաչատրյանի բերած թիվն արդեն մարվեց։ Բա Երկրի օգուտը, ՀՊԱՐՏ ՔԱՂԱՔԱՑԻՆԵՐԻ օգուտը ո՞րն է։ Փաստորեն ԲՅՈւՋԵ ասելով իրենց գրպաննե՞րն ի նկատի ունեն։ Դե ինչպես ասել է Քաջ Նազարը՝ «Եթե Հայաստանը մեր տունն է, ժողովուրդն էլ ընտանիքը, հետևաբար ՀՀ պետական բյուջեն մեր ընտանեկան գումարն է»։ Ու չի ստել։ Այո, ԻՐԵՆՑ ԸՆՏԱՆԵԿԱՆ ԳՈւՄԱՐՆ Է։ Բա դու՞ք։ Էլի մնացիք սառույցի՞ն...», ամփոփել է Միհրդատ Մադաթյանը։
