BLOGՎերջին օրերին ինձ և գործընկերներիս ահազանգում են, որ դիրքապահ պայմանագրային զինծառայողները ստացել են ընդամենը 4 000 դրամ պարգևավճար: Այս մասին ֆեյսբուքյան իր էջում գրել է ԱԺ «Լուսավոր Հայաստան» խմբակցության պատգամավոր Գևորգ Գորգիսյանը։
«Հիշեցնեմ, որ ՀՀ կառավարությունն ամենաբարձր մակարդակով ամեն առիթով խոսում է առաջնահերթությունները չշփոթելու մասին՝ միաժամանակ ընդգծելով, որ առաջնահերթությունների առաջնահերթությունը տրվում է երկրի անվտանգությանը և բանակին:
Նշեմ, որ այս առիթով ՀՀ ՊՆ-ն ևս հայտարարություն է տարածել, որում, մասնավորապես, ասվում է. « «Պաշտոնատար անձանց վարձատրության մասին» ՀՀ օրենքի հոդված 22-ի 3-րդ կետի համաձայն` յուրաքանչյուր մարմնի համար պարգևատրման ֆոնդը կազմվում է Հայաստանի Հանրապետության պետական բյուջեով տվյալ մարմնի համար նախատեսված աշխատավարձի տարեկան ֆոնդի միջոցներից:
ՀՀ պաշտպանության նախարարի համապատասխան հրամանով զինված ուժերում զինծառայողներին միանվագ գումարով պարգևատրելու նպատակով սահմանվել է համապատասխան խրախուսման ֆոնդ և հատկացվել զորամասերին: Ուսումնական տարվա արդյունքներով, համաձայն «Կարգապահական կանոնագիրք» ՀՀ օրենքի դրույթների` տարվա ընթացքում իրականացվել է լավագույն զինծառայողների խրախուսումը:
«Պաշտոնատար անձանց վարձատրության մասին» ՀՀ օրենքի նույն հոդվածի 9-րդ կետի համաձայն` զինծառայողները կարող են պարգևատրվել նաև աշխատավարձի տարեկան ֆոնդի տնտեսված միջոցներից, ըստ որի, լավագույն արդյունքներ ցուցաբերած զինծառայողների քանակական համամասնությամբ, խրախուսման կարգով, իրականացվել են նշված պարգևատրումները»։
Ստացվում է, որ առաջնահերթությունը տրվում է իրենց տաքուկ գրասենյակում աշխատող, մի քանի հարյուր հազար դրամ պարգևավճար ստացող պաշտոնյաներին, ոչ թե դիրքապահ զինծառայողներին ու նրանց ընտանիքներին, ովքեր իսկապես արժանի են խրախուսանքի և պարգևատրման:
