Կառավարությունն իր այսօրվա՝ դեկտեմբերի 26-ի նիստում հավանություն տվեց  «ՀՀ պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» օրենքի փոփոխություններին, ըստ որի զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման դեպքերում շարքում ներառվում է հակառակորդի նախահարձակ գործողության հետեւանքով տեղի ունեցած դեպքերը:

 

Հարցը ներկայացրեց պաշտպանության նախարար Դավիթ Տոնոյանը՝ նշելով, որ զինված ուժերի գործունեության ընթացքում առկա են եղել դեպքեր, երբ հակառակորդի կողմից զինծառայողների կյանքին կամ առողջությանը վնասը պատճառվել է այնպիսի պայմաններում, երբ տեղի չեն ունեցել անմիջական մարտական գործողություններ կամ զինծառայողները չեն գտնվել մարտական հերթապահության մեջ կամ չեն կատարել հատուկ առաջադրանք:

 

Նման դեպքեր տեղի են ունեցել հակառակորդի հեռահար հրետանակոծության կամ առաջնագծից երկրի խորք ընկած տարածքում դիվերսիոն-հետախուզական խմբի գործողության արդյունքում:

 

Նախարարը տեղեկացրեց, որ 2008 թվականից սկսած հակառակորդի նախահարձակ գործողության հետեւանքով թվով 10 զինծառայողների կյանքին կամ առողջությանը պատճառվել է վնաս:

 

«Նման դեպքերում զինծառայողի կարգավիճակը սահմանվել է որպես ծառայողական պարտականությունների կատարման շրջանակներում տեղի ունեցած դեպք, ինչը սակայն ըստ էության չի բնորոշում համապատասխան դեպքի իրական հանգամանքը եւ սոցիալական պաշտպանվածության առումով չի ապահովում որոշակիորեն համարժեք վիճակ»,-ասաց նա՝ հավելելով, որ սրանով լուծվում է անարդարդությունը: Դավիթ Տոնոյանը նաեւ համոզմունք հայտնեց, որ հոգաբարձուների խորհուրդը համապատասխան որոշում կկայացնի եւ կտարածի կարգավորումը մինչեւ 1998 թվականը ընկած դեպքերի վրա: 

 

Վարչապետ Նիկոլ Փաշինյանն էլ ասաց, որ սրանով ընդամենը սկսում են ոլորտի խնդիրների լուծումը:
