POLITICSԱյս Ազգային ժողովի դերը կարելի է ձեւակերպել մեկ նախադասությամբ․ այն ունի կարեւորից շեղելու գործառույթ։ Այս մասին NEWS.am-ի հետ զրույցում ասաց ԱԺ նախկին փոխնախագահ, Արդարադատության նախկին նախարար Արփինե Հովհաննիսյան։ Նրա կարծիքով՝ շեղելու այդ գործառույթը հաճախ կատարվում է «նաեւ Նիկոլ Փաշինյանի ձեռամբ, նրա խորհրդով, նրա ցանկությամբ, երբ ասում է՝ ինձ այդ հարցը կտաք, հետո հերթական մտքեր են հիշեցվում, որոնք դառնում են քննարկման առարկա․ մեկը հայհոյում է, մեկը՝ գովում, մեկն ասում է՝ այ այսպես է պետք պայքարել կոռուպցիայի դեմ։ Ի դեպ, այն նույն կոռուպցիայի դեմ, որ ավանսով պարգեւատրումներ բարձրացրեցին նախարարների ու փոխնախարարների, բայց ինչպես տեսնում եք՝ կոռուպցիայի դեմ պայքարը գլոբալ առումով այդպես էլ անմեկնելի բարձրունքներ չգրավեց ու չարձանագրեց»։
Որպես խորհրդարանաի նախկին փոխնախագահ, ինչպե՞ս է գնահատում ԱԺ մեկամյա գործունեությունը՝ հարցին, Արփինե Հովհաննիսյանը պատասխանեց. «Խորհրդարանի գործունեությունը գնահատելու համար, ես պետք է հետեւեմ իրենց գործունեությանը, իրենց գործունեությանը հետեւելու համար ես պետք է ողջամիտ կասկած ունենամ, ենթադրեմ կամ գոնե մտածեմ, որ այդ մարմնում որեւէ խնդիր բովանդակային կերպով լուծվում է կամ այդ մարմինը որեւէ կերպ բովանդակային առումով ազդում է Հայաստանի քաղաքական եւ իրավական օրակարգի վրա։ Քանզի դա այդպես չէ, ես չեմ հետեւում խորհրդարանի գործունեությանը, բացառությամբ այն դեպքերի, երբ հերթական պատգամավորը հերթական անհաջող միտքն է արտաբերում եւ ողջ համացանցն ու մամուլը կամ քաղաքական գործիչները եւ դերակատարները քննադատում են այդ պատգամավորին»։
Ըստ Արփինե Հովհաննիսյանի՝ խորհրդարանական ընդդիմությունը առավել կարեւոր թեմաների դեպքում երբեմն-երբեմն փորձում է կոշտ քննադատել։ «Դրանք այն դեպքերն են, երբ ընդդիմությունը հասկանում է, որ չքննադատելն ամոթ է, քանզի բոլորն են քննադատում եւ հանրային լայն քննարկումների առարկա են դարձել։ Ակնհայտ է, որ շատ դեպքերում ընդդիմությունն ունի իշխանությանը սպասարկելու որոշակի առաքելություն։ Դասական իմաստով՝ ընդդիմություն, կարծում եմ՝ չունենք։ Կախված է այն բանից, թե ընդդիմության տակ ո՞վ ի՞նչ է հասկանում։ Թեեւ իմ շատ նախկին գործընկերներ իրենց հոգու ճիչը երբեմն փորձում են արտահայտել եւ առանձին անհատների մակարդակով փոձում են ընդդիմության նիշան պահել, բայց ինստիտուցիոնալ առումով իհարկե ոչ, չունենք», ասել է ԱԺ նախկին փոխնախագահը։
