«ԱՄՆ Սենատի կողմից Հայոց Ցեղապանությունը ճանաչող բանաձևի ընդունումը պատմական նշանակության խոշոր իրադարձություն էր։ Այն պատմական եղելության, փաստերի, ճշմարտության ու ապագայի հանդեպ պատասխանատվության երկար սպասված խիզախ ընտրություն էր ամերիկացի ժողովրդի և նրա քաղաքական ընտրյալների կողմից։
Աշխարհաքաղաքական ու այլ բնույթի ինչպիսի համատեքստեր էլ այսօր վերագրվեն ԱՄՆ Կոնգրեսի կողմից Հայոց Ցեղասպանության ճանաչմանը, այդ ամենն այսրոպեական նշանակություն ունեցող անցողիկ բացատրություններ են. ոչինչ ավելին։ Որևէ համատեքստ ու որևէ բացատրություն չի կարող և վստահաբար չի ստվերելու ԱՄՆ Կոնգրեսի կողմից Հայոց Ցեղասպանության ճանաչման պատմական անսակարկելի նշանակությունը։
Սենատորներ Մենենդեզն ու Կրուզը, ճանաչման բանաձևին կողմ քվեարկած մյուս բոլոր հարգարժան կոնգրեսականներն իրենց անունն արդեն ոսկե տառերով են գրել հայ և ամերիկացի ժողովուրդների պատմության, ինչպես նաև ժխտողականության դեմ համաշխարհային պայքարի գրանցամատյանում։ Վստահ եմ, որ նրանց ըստ արժանվույն գնահատելու ժամանակը չի ուշանա։
Մենք շատ լավ գիտենք, թե տեսլական ունեցող որքան մեծ թվով մարդիկ են անուրանալի ջանքեր գործադրել անկյունաքարային այդ ճանաչումը հնարավոր դարձնելու երկար ճանապարհին։ Մենք նրանց գիտենք անուն առ անուն և նրանց բոլորին շնորհակալություն ենք հայտնելու, կրկին, անուն առ անուն։
