Կոռուպցիոն ռիսկերն այսօր էլ առկա են
SOCIETYՊետական գնումների գործընթացը բոլոր ժամանակներում հանրության համար միշտ առանձնահատուկ ուշադրության է արժանացել։
ՀՀ-ում տեղի ունեցած իշխանափոխությունից հետո շատ է խոսվում կոռուպցիայի վերացման, «ատկատների բացառման» և ընդհանրապես ծախսերի կառավարելի ու վերահսկելի դարձնելու մասին։
Սակայն ինչպես նախկինում, այսօր նույնպես տարբեր առիթներով ականատես ենք լինում մեկ անձից գնումների գործընթացի՝ տարբեր ռիսկեր պարունակող դեպքերի։ Իշխանությունների կողմից խնայողությունների մասին հայտարարությունների ֆոնին թերթը ուշագրավ ուսումնասիրություն է անցկացրել։
Ըստ այդմ, օրինակ՝ Լոռու մարզպետարանը շուրջ 165 հազարի գրասենյակային գույք է գնել «Ոփյան Եղբայրներ» ՍՊԸ–ից։
Հետաքրքիր դրվագ ենք արձանագրել նաև վարչապետի աշխատակազմի գնումների գործընթացից. մասնավորաբար՝ աշխատակազմը 2 250 000 դրամի ոչ բնակելի անշարժ գույքի վարձակալության պայմանագրեր է կնքել «Սանի Լենդ» ՍՊԸ–ի հետ, նույն չափով պայմանագիր է կնքվել նաև քաղաքացի Կարեն Հովհաննիսյանի հետ:
Աշխատակազմը 8 137 500 դրամի չափով պայմանագիր է կնքել «Ալեքսանդր Մհերյան» ԱՁ-ի հետ՝ «Քաղաքացու օրվան» նվիրված միջոցառումների կազմակերպման և սպասարկման համար, նույն տոնակատարության շրջանակներում մշակութային միջոցառումների կազմակերպման և սպասարկման ծառայությունների դիմաց 8 197 500 դրամի պայմանագիր է վավերացվել «Արտյոմ Զաքարյան» ԱՁ-ի հետ:
Ուշադրության արժանի է Պետական պահպանության ծառայության կողմից 352 555 դրամի դեղորայքի գնման պայմանագիրը, որը կնքվել է «Ֆետիդա Ֆարմ» ՍՊԸ-ի հետ:
Հետաքրքիր մի դեպք էլ կապված է ԱԺ-ի գնման գործընթացի հետ. համապատասխան կայքից տեղեկանում ենք, որ խորհրդարանը 857 960 հագուստի գնման պայմանագիր է կնքել «Էլամոդա» ՍՊԸ-ի հետ:
Սրանք միայն մի քանի օրինակներն էին մեկ անձից գնումների մասով:
Մասնագետները պնդում են, որ այսօր էլ դեռ պետական կառավարման ողջ համակարգում այս առումով ևս առկա են պոտենցիալ կոռուպցիոն ռիսկեր։
Իհարկե, դա ամենևին չի նշանակում, որ այստեղ անպայման առկա է կոռուպցիա, սակայն մտահոգություններ կան, մրցույթի բացակայության պայմաններում ռիսկեր միշտ էլ կլինեն:
