Ձերբակալվել է «Արփի լիճ ազգային պարկ» ՊՈԱԿ-ի տնօրենի ժամանակավոր պաշտոնակատար Գ. Ա.-ն։ Այս մասին այսօր՝ դեկտեմբերի 3-ին, տեղեկացնում են Դատախազությունից։

 

ՀՀ ԿԱ ԱԱԾ Շիրակի մարզային վարչությունում նախապատրաստվող նյութերով փաստական տվյալներ են ձեռք բերվել այն մասին, որ ՀՀ շրջակա միջավայրի նախարարության «Արփի լիճ ազգային պարկ» ՊՈԱԿ-ի տնօրենի պահպանության գծով տեղակալ, ներկայումս նշված ՊՈԱԿ-ի տնօրենի ժամանակավոր պաշտոնակատար Գ. Ա.-ն, 2017-2019թթ. ընթացքում ազգային պարկի տարածքում խոտհունձ կազմակերպելը թույլատրելու համար 4 անձանցից առերևույթ պահանջել և որպես կաշառքի գումար ստացել է առանձնապես խոշոր չափերով՝ 250.000, 100.000 և 26.500 ՀՀ դրամ գումարներ, ինչպես նաև գույք՝ շուրջ 30.000 և 2.000.000 ՀՀ դրամ արժողությամբ խոտի տուկեր, և այլ առավելություն՝ 165.000 ՀՀ դրամի դիմաց իր օգտին աշխատանքների կատարում: Չարաշահելով պաշտոնեական լիազորությունները՝ նշված պաշտոնատար անձի կողմից հիշյալ անձանց թույլատրվել է նաև պայմանագրով նախատեսվածից ավելի մեծ հողատարածքում խոտհունձ կազմակերպել՝ էական նյութական վնաս պատճառելով ՀՀ շրջակա միջավայրի նախարարության «Արփի լիճ ազգային պարկ» ՊՈԱԿ-ի օրինական շահերին:

 

 

Բացի այդ, նույն պաշտոնատար անձը 2019թ. ընթացքում, պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելով, շահադիտական նպատակով մի շարք քաղաքացիների խոտհունձ կազմակերպելու համար կաշառքի դիմաց տրամադրել է արտոնյալ պայմաններ: Մասնավորապես՝ թույլատրել է պայմանագրով նախատեսվածից ավելի մեծ հողատարածքում խոտհունձ կազմակերպելը, որի դիմաց, որպես կաշառք, պահանջել և ստացել է պայմանագրով չնախատեսված տարածքներից հնձված խոտի 30-ից 50-ը տոկոսը:

 

 Պարզվել է նաև, որ 2019թ. օգոստոս-սեպտեմբեր ամիսներին, առերևույթ պաշտոնեական դիրքն օգտագործելով, ՊՈԱԿ-ի տնօրենի ժամանակավոր պաշտոնակատարի կողմից կատարվել է խոշոր չափերով վատնում: Խոտհունձ կազմակերպելու մասին պայմանագրերով նախատեսված՝ նշված ՊՈԱԿ-ին տրամադրվող խոտի մի մասը՝ 500 խոտի տուկ, վաճառել է մի անձի, որի դիմաց պայմանվորված 1.100.000 ՀՀ դրամից ստացել է 600.000 ՀՀ դրամ, իսկ մնացած գումարի վերաբերյալ պայմանավորվել են, որ այն պետք է վճարվի 2019թ. դեկտեմբերին:

 

Փաստի առթիվ 2019թ. նոյեմբերի 11-ին ՀՀ ԱԱԾ քննչական դեպարտամենտում ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով, 308-րդ հոդվածի 1-ին մասով, 311-րդ հոդվածի 2-րդ մասով, 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով, 312-րդ հոդվածի 1-ին մասով, 312-րդ հոդվածի 2-րդ մասով և 312-րդ հոդվածի 3-րդ մասի 1-ին կետով հարուցվել է քրեական գործ, ապա նախաքննություն կատարելու համար ուղարկվել Շիրակի մարզային քննչական վարչություն և ընդունվել վարույթ:

 

Շիրակի մարզի դատախազի հանձնարարությամբ 2019թ. դեկտեմբերի 2-ին ՊՈԱԿ-ի տնօրենի ժամանակավոր պաշտոնակատարը ՀՀ քրեական օրենսգրքի 179 հոդվածի 2-րդ մասի 1-ին կետով, 311-րդ հոդվածի 2-րդ մասով (8 դրվագ), 311-րդ հոդվածի 4-րդ մաս 2-րդ կետով, 311-րդ հոդված 3-րդ մասի 2-րդ և 3-րդ կետերով, 308 հոդված 1-ին մասով, 311-րդ հոդված 3-րդ մասի 3-րդ կետով նախատեսված արարքներ կատարելու կասկածանքով ձերբակալվել է:

 

Նախաքննությունը շարունակվում է, ձեռնարկվում են համապատասխան քննչական և դատավարական գործողություններ դեպքի հանգամանքների լիարժեք պարզման նպատակով:
