1,5 մլրդ դրամ՝ Ադրբեջանից բռնի տեղահանված բռնի տեղահանված ընտանիքներին բնակարաններով ապահովելու համար

Ամիսներ առաջ «Փաստը» մի քանի հրապարակումներով անդրադարձել էր դեռևս 1988-1992 թվականներին Ադրբեջանից բռնի տեղահանված և Հայաստանում ապաստան ստացած փախստականների խնդիրներին՝ շեշտադրում կատարելով հատկապես նրանց բնակարանային ոչ բարվոք պայմանների վրա։
Տարածքային զարգացման և կառավարման նախարարության միգրացիոն ծառայությանն ուղղված մեր գրավոր հարցման պատասխանից տեղեկացել էինք, որ Ադրբեջանից բռնագաղթված փախստականների բնակապահովման խնդիրը լուծելուն ուղղված ծրագիր նախագծելու նպատակով միգրացիոն ծառայությունն իրականացնում է թիրախային խմբի վերահաշվարկ և հետազոտություն:
Ծառայությունից «Փաստին» հայտնել էին, որ Ադրբեջանից բռնագաղթված ծայրահեղ վատթար վիճակում գտնվող 11 կացարաններում ապրող 78 ընտանիքների բնակարանային խնդիրը լուծելու համար անհրաժեշտ է շուրջ 1,2 մլրդ դրամ, իսկ առաջնահերթ կարիքավոր փախստական ընտանիքների բնակարանային խնդրի լուծման համար՝ շուրջ 9 մլրդ դրամ:
Դեռ այն ժամանակ հույս էինք հայտնել, որ փախստականների հատկապես կացարանային խնդիրը կլինի պետության հոգածության ներքո, և 2020 թվականի պետական բյուջեով այս խնդիրը լուծելու համար կլինեն բյուջետային առավելագույն հատկացումներ:
Երեկ արդեն պարզ դարձավ, որ կառավարությունն այս հարցում հստակ քայլեր է կատարում։ Գործադիրի հերթական նիստում որոշվեց 1 496 260 000 դրամ գումար տրամադրել՝ Ադրբեջանից տեղահանված և անօթևան մնացած 112 ընտանիքների բնակարանային խնդիրները լուծելու նպատակով։
Ինչպես տեղեկացնում է միգրացիոն ծառայությունը, սա այս բնակարանային խնդրի լուծման առաջնային փուլն է:
Տվյալ փուլում պետությունն առաջնորդվել է ըստ Երևան քաղաքի վարչական շրջանների (Աջափնյակ, Ավան, Մալաթիա-Սեբաստիա, Նորք-Մարաշ, Քանաքեռ-Զեյթուն վարչական շրջաններ), ինչպես նաև ընդգրկել մասնավոր սեփականություն հանդիսացող («Սեբաստիա», «Նաիրի» հյուրանոցներ, «Ինտերռիմինի» ՍՊԸ-ին սեփականության իրավունքով պատկանող հանրակացարան), սակայն Ադրբեջանից բռնագաղթած ընտանիքների կողմից զբաղեցրած կացարանները:
Նշվում է, որ ֆինանսական այս միջոցներով Երևանի վարչական շրջաններում հերթականությամբ, ամբողջությամբ և վերջնականապես կլուծվեն Ադրբեջանից բռնագաղթած ընտանիքների բնակարանային հարցերը:
