ՀՀԿ նախագահ, ՀՀ 3-րդ նախագահ Սերժ Սարգսյանը ելույթ է ունեցել ԵԺԿ համաժողովում: Այս մասին տեղեկացնում է Սերժ Սարգսյանի գրասենյակի ֆեյսբուքյան էջը: Ելույթում ասվում է, 

Հարգելի՛ պարոն նախագահ,

Տիկնա՛յք և պարոնա՛յք,

Շնորհակալ եմ նախագահ Դոլին հրավերի համար: Շնորհակալ եմ նաև Խորվաթիայի ժողովրդական միությանը և վարչապետ Պլենկովիչին ջերմ ընդունելության համար:

2018 թվականի գարնանը Հայաստանը հայտնվեց միջազգային լրատվամիջոցների գլխագրերում: Ժամանակի սղության պատճառով միայն ընդգծեմ, որ իմ երկրում իշխանափոխությունը տեղի ունեցավ բացառապես խաղաղ ճանապարհով։

Նպատակս մեկն էր՝ թույլ չտալ, որ մարդկային զոհեր լինեն և պետությունը զերծ պահել վտանգավոր ցնցումներից:

Հեղափոխության անվան տակ իշխանության եկածները իրականության մեջ անցած մեկուկես տարվա ընթացքում որևէ հեղափոխական փոփոխություն կամ երկրի արտաքին ու ներքին օրակարգերի հեղափոխական բեկում չեն մտցրել:

Ավելին` երկրում ժողովրդավարությանն սպառնացող վտանգավոր զարգացումներ են տեղի ունենում: Խաթարվել են սահմանադրականության հիմքերը։ Չի գործում իշխանությունների տարանջատման և հավասարակշռության սկզբունքը։ Բազմաթիվ փաստերով ակնհայտ խախտված է դատական իշխանության անկախությունը։ Իրականացվում են քաղաքական հետապնդումներ: Պարբերական են դարձել ընդդիմադիր լրատվամիջոցների և ակտիվիստների նկատմամբ ագրեսիվ գործողությունները, անհանդուրժողականությունը և ատելության խոսքը հասել են մտահոգիչ չափերի:

Անցյալ տարի ես հեռացա, որպեսզի իմ ժողովուրդը փորձի է՛լ ավելի լավ պետություն կառուցել:

Սակայն այսօր արդեն ավելի ու ավելի հնչեղ են դառնում այն մարդկանց ձայները, ովքեր ինձ մեղադրում են իշխանությունը պոպուլիստներին զիջելու մեջ: Եվ հիմա ես այստեղ եմ բարձրաձայնելու այդ մտահոգությունները՝ պաշտպանելու համար այն հավատն ու ակնկալիքները, որ ունեցել են հազարավոր մարդիկ տեղի ունեցած իշխանափոխության ընթացքում:

Այո՛, Հայաստանում կատարվածի մեջ կար նաև մեր մեղքը: Բայց վստահեցնում եմ, որ մեզ համար մշտապես առաջնային և կենսական են եղել անվտանգության և խաղաղության հարցերը, և այդ պատճառով, գուցե, որոշ հարցեր ստորադասվել են այս խնդիրների լուծմանը:

Տիկնա'յք և պարոնա'յք,

Արցախյան հակամարտության ներկայիս բանակցային փուլը ինձ մոտ մտահոգություններ է առաջացնում: Որպես մարդ, ով անձամբ մասնակցել է Արցախի ինքնապաշտպանության գործընթացին, ես լավ գիտեմ խաղաղության արժեքը: Այս տեսակետից ցանկացած՝ անգամ վատ բանակցությունը գերադասելի է պատերազմից:

Շատ կարևոր է, որպեսզի ԵԱՀԿ Մինսկի խմբի համանախագահների միջնորդական ջանքերը շարունակեն ստանալ միջազգային հանրության անվերապահ աջակցությունը:

Ցավոք, մենք ականատես ենք լինում, թե ինչպես է Ադրբեջանը շարունակում զինվել և սպառնալ Արցախին և Հայաստանին: Ուզում եմ, որ Բաքվում կրկին լսեն իմ այս ուղերձը՝ Արցախը երբեք չի լինելու Ադրբեջանի կազմում, և այս խնդիրը չունի ռազմական լուծում :

Հայաստան-ԵՄ հարաբերություններն այսօր էլ զարգանում են իմ ղեկավարության շրջանում նախագահ Տուսկի հետ միասին դրված հիմքերի վրա: 2017 թվականին Բրյուսելում կնքված համաձայնագիրը պետք է կյանքի կոչվի՝ բարելավելով մեր քաղաքացիների կյանքը: Այս բարձր ամբիոնից խնդրում եմ ձեզ հնարավորինս արագացնել վավերացման գործընթացը:
