Ռուսաստանի Պետդումայի ԱՊՀ գործերով կոմիտեի փոխղեկավար Կոնստանտին Զատուլինը Առաջին ալիքում «Պոզներ» հաղորդման հյուրն էր եւ խոսել է ղարաբաղյան հակամարտության լուծման ուղիների մասին։
Հաղորդումը վարող Վլադիմիր Պոզները հիշեցրել է, որ վերջերս Ղարաբաղ կատարած այցելության պատճառով Զատուլինը ենթարկվել է խիստ քննադատության Ադրբեջանում, եւ հետաքրքրվել է, թե ինչպես է խորհրդարանականը տեսնում հակամարտության լուծումը։
Կոնստանտին Զատուլինը նշել է, որ իր վերաբերմունքը Լեռնային Ղարաբաղի հանդեպ ձեւավորվել է վաղուց, եւ նա խորապես համոզված է, որ ղարաբաղյան հակամարտությունը, ինչպես ուրիշ որեւէ այլ հակամարտություն, կարող էր լուծված լինել։
«Այդ լուծման հիմքում փոխզիջումն է։ Լեռնային Ղարաբաղի Հանրապետությունը՝ Արցախի Հանրապետությունը, ոչ մեկի կողմից ճանաչված չէ, բայց գոյություն ունի եւ ապրում է։ Եվ ուզում եմ ձեզ ասել, որ ոչ մի գնով ու երբեք չի համաձայնի Ադրբեջանի կազմ վերադառնալու ինչ-որ ձեւերի, թող որ անգամ ձեւական։ Անգամ այն պահին, երբ փլուզվեց Խորհրդային Միությունը, Ադրբեջանի ճանաչումը նախկին Ադրբեջանական ԽՍՀ սահմաններում ձգված էր, որովհետեւ արդեն այդ պահին՝ 91 թվականին, արդեն երեք տարի ընթանում էր հակամարտությունը, եւ Ադրբեջանը լիովին չէր վերահսկում Լեռնային Ղարաբաղի Ինքնավար Մարզի տարածքը։ Ուստի, պետք է ճանաչել Լեռնային Ղարաբաղի ինքնորոշման եւ Ադրբեջանից անկախության իրավունքը»,- ասաց Զատուլինը։
Նրա խոսքով՝ ԼՂՀ-ի կողմից փոխզիջում պետք է լինի Լեռնային Ղարաբաղի շուրջ շրջանների հանձնումը, որոնք ինքնապաշտպանության ուժերը գրավել են պատերազմի ժամանակ: Նա նշել է, որը խոսքը 7 շրջանից հինգի մասին է, քանի որ երկու շրջանը Ղարաբաղը կապում է Հայաստանին:
Զատուլինը հավելել է, որ երկու երկրներում այս փոխզիջման իրականացմանը խոչընդոտում են «անսանձ ազգայնականները». Ադրբեջանում նրանք համարում են, որ պետք է ստանան ամբողջ Ղարաբաղը, իսկ Հայաստանում, որ արյամբ նվաճված հողերը չեն կարող հանձնվել:
