Եվրոպական միության եւ Վերակառուցման եւ զարգացման եվրոպական բանկի ֆինանսավորմամբ նախատեսվում է արդիականացնել Մեղրու սահմանային անցակետը, ինչը շատ կարեւոր է Հայաստանով արդյունավետ տարանցման համար։ Այս մասին լրագրողների հետ զրույցում նոյեմբերի 18-ին ասաց Հայաստանում Միավորված Ազգերի Կազմակերպության Զարգացման ծրագրի մշտական ներկայացուցիչ Դմիտրի Մարյասինը։

 

Նա նշեց, որ Մեղրու սահմանային անցակետից ճանապարհը 5-6 ժամ  է տեւում, եւ հասկանալի է, որ հարկավոր է ներդրում անել ենթակառուցվածքի զարգացման մեջ, մասնավորապես, բեռների ձեւակերպման եւ մաքսային հայտարարագրերի լրացման բարելավման ուղղությամբ։ «Իրանից Հայաստան կամ Եվրասիական տնտեսական միության երկրներից Հայաստանով տարանցմամբ բեռներ փոխադրող բեռնատարների համար ավելի քիչ ժամանակ է պահանջվում, քանի որ, լրացնելով մաքսային հայտարարագիրը մեկ անգամ՝ անհրաժեշտ չի լինի այն լրացնել երկրորդ անգամ։ Կգործի էլեկտրոնային հայտարարագրման համակարգը, ինչը նույնքան ժամանակ կխնայի, որքան, օրինակ, կարելի կլիներ խնայել շնորհիվ ավելի որակյալ ճանապարհի կամ ավելի արդյունավետ սահմանակետի։ Կարեւոր է նաեւ այն, որ կներդրվի «մեկ պատուհանի» համակարգ, ինչը կնվազեցնի նաեւ կոռուպցիոն ռիսկերի մակարդակը»,- նշեց նա։

 

Մարյասինի խոսքով՝  Վրաստանի եւ Իրանի հետ Հայաստանի ստորագրած փաստաթղթերը մաքսային ծառայությունների միջեւ տեղեկատվության օգտագործման մասին թույլ կտան արագացնել սահմանն անցնելու ժամանակը ե՛ւ ուղեւորների, ե՛ւ բեռնատարների համար, ինչը շատ կարեւոր է այն բարեփոխումների համատեքստում, որոնք Հայաստանն իրականացնում է պետական ծառայությունների մատուցման ոլորտում, ինչպես նաեւ ԵՏՄ-ում ինտեգրման զարգացման համատեքստում։ «Թվային լուծումները մաքսային համակարգում ապագայի քայլ են Հայաստանի համար, ինչը նշանակում է երկրի տնտեսության աճ եւ զարգացում, ներդրումների հոսք։ Միեւնույն ժամանակ, բիզնեսը պատկերացում կունենա երկրի մասին որպես ժամանակակից պետություն, որը կարող է բեռներ թողնել ոչ թե օրերի, այլ ժամերի, իսկ հեռանկարում՝ նաեւ րոպեների ընթացքում»,- ամփոփել է նա։

 

Նշենք, որ Երեւանում նոյեմբերի 18-19-ին տեղի է ունենում «Սահմանամերձ համագործակցության եւ առեւտրի ընթացակարգերի պարզեցման համար թվային որոշում» միջազգային համաժողովը, որի շրջանակում Հայաստանի Պետական եկամուտների կոմիտեի եւ Վրաստանի ֆինանսների նախարարության միջեւ ստորագրվել են արձանագրություն նախնական էլեկտրոնային տեղեկատվության փոխանակման մասին փոխադրամիջոցների ու ապրանքների շարժի վերաբերյալ, ինչպես նաեւ հուշագիր բեռնված փոխադրամիջոցների համար էլեկտրոնային կնիքի ներդրման պատրաստակամության մասին։ Բացի այդ, Հայաստանի Պետեկամուտների կոմիտեի եւ Իրանի Մաքսային ծառայության միջեւ ստորագրվել է փաստաթուղթ «Նախնական էլեկտրոնային տեղեկատվության համակարգի» տեխնիկական պահանջների մասին։
