Ինչու է Փաշինյանը «պահում» Արսեն Թորոսյանին

Հեղափոխական կառավարության ձևավորման պահից սկսած հանրությունը մեծ հույսեր էր կապում Նիկոլ Փաշինյանի կաբինետի նորանշանակ անդամների հետ, սակայն մեկ տարի անց, պարզ է դառնում, որ նոր կառավարությունը հնից տարբերվում է, թերևս, միայն իր կազմով, իսկ ահա գործելաոճը, խոստումներ տալը և չկատարելը՝ շարունակում է մնալ նաև այս կառավարության նոու-հաուն: Խոստումների մասին խոսելիս՝ պետք է փաստել, որ ամենասկզբում Փաշինյանի նախարարները մրցավազքի էին դուրս եկել, թե ով ավելի շատ պոպուլիստական խոստումներ կհնչեցնի: Այս հարցում առողջապահության նախարար Արսեն Թորոսյանի հետ որևէ այլ պաշտոնյա մրցել անկարող է: Մեկ տարի անց կարող է թվալ, որ ոլորտում գրեթե ամեն ինչ անվճար է, կոռուպցիան էլ վերացել է, սակայն դա միայն առաջին հայացքից է այդպես: Իրականում, Թորոսյանի բազմաթիվ խոստումներ պարզապես ջրվեցին՝ բյուջեն չհերիքեց, կամ էլ ծրագրերը հետաձգվեցին մինչև ավելի լավ ժամանակների վրա հասնելը:
Պաշտոնավարումից մեկ տարի անց՝ առողջապահության նախարարը հանրության մոտ հիշվում է, թերևս, միայն ֆեյսբուքյան փիառով, Ջեյմս Բոնդին հարիր նկարներով, խնամի-ծանոթ-բարեկամներին աշխատանքի դասավորելով, Գարդասիլի անխնա գովազդով և իհարկե՝ հակածխախոտային օրենքով, որը ամբողջությամբ չի ընկալվում և չի ընդունվում, անգամ, իր թիմակիցների կողմից: Սակայն, պարզից էլ պարզ է, որ Թորոսյանը կառչելու է իր այդ զավակից, այն պատճառով, որ, եթե տապալվի նաև այդ պրոյեկտը, ապա կարելի է փաստել, որ նախարարը մեկ տարի շարունակ ոչինչ չի արել, բացի իր քթի տակ կոռուպցիա աճեցնելուց, թիմակիցների և ԲԿ-ի տնօրենների դեմ «գործ տալուց»:
Չնայած այդ ամենին՝ Թորոսյանը մեկ տարի շարունակ «ջրից չոր» է դուրս եկել, վարչապետ Փաշինյանը նրան ներել է անգամ ամենաակնհայտ սկանդալային դրվագները, և պատճառն էլ մեկն է՝ Փաշինյանին կառավարությունում վստահելի մարդիկ են պետք և անգամ, եթե վերջիններս տապալում են իրենց վստահված ոլորտները, նրանք մնալու են, մնան և շարունակեն տապալելը: Եվ ոչինչ, որ ԲԿ-ում մահացության մակարդակը հասել է վտանգավոր մաքսիմումի, ոչինչ, որ ոլորտում կոռուպցիոն երևույթները գրեթե յուրաքանչյուր օր են ջրի երես դուրս գալիս՝ մամուլի այս կամ այն գրառման արդյունքում, կարևորը, որ Փաշինյանը շրջապատված է վստահելի անձանցով և ի արդարություն վերջիններիս ոչ պրոֆեսոինալիզմի՝ կարող է բերել միայն մեկ հանգամանք՝ նախկիններին Թորոսյանի բուռն աշխատանքը ոչ մի կերպ հանգիստ չի տալիս…
