«Հայաստանի պետական տնտեսագիտական համալսարան» ՊՈԱԿ-ը կդառնա հիմնադրամ. նոր նախագիծ

Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը իրավական ակտերի նախագծերի հրապարակման միասնական կայքում հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկվում է «Հայաստանի պետական տնտեսագիտական համալսարան» պետական ոչ առևտրային կազմակերպությունը վերակազմակերպել «Հայաստանի պետական տնտեսագիտական համալսարան» հիմնադրամի:
Նշվում է, որ Հայաստանում գործող բարձրագույն ուսումնական հաստատությունները կրթական բարեփոխումների համատեքստում կարևորում են ակադեմիական ինքնավարության, այն է՝ կառավարման և ֆինանսատնտեսական գործունեության ազատականացման կարևորությունը, ուստի հենց այս համատեքստում առաջացել է անհրաժեշտություն ՊՈԱԿ-ը վերակազմավորել հիմնադրամի:
Այս նախագծով պետք է հաստատվի նաև հիմնադրամի կանոնադրությունը, ՀՀ անունից հանդես եկող պետական կառավարման մարմին սահմանվի կրթության, գիտության, մշակույթի և սպորտի նախարարությունը:
Հիմնադրամի տնօրենի ժամանակավոր պաշտոնակատար է նշանակվելու Դիանա Գալոյանը:
Հիմնադրամի պետական գրանցումից հետո եռամսյա ժամկետում Հայաստանի ՀՀ վարչապետի հաստատմանը պետք է ներկայացնել հիմնադրամի հոգաբարձուների խորհրդի կազմը, ապահովել «Հայաստանի պետական տնտեսագիտական համալսարան» ՊՈԱԿ-ին սեփականության իրավունքով պատկանող գույքը սեփականության իրավունքով հիմնադրամին փոխանցելու հանձնման-ընդունման գործընթացը։
Նախագծի հիմնավորման մեջ նշվում է՝ միջազգային փորձի ուսումնասիրությունը ցույց է տալիս, որ բարձր վարկանիշ ունեցող եվրոպական շատ բուհերի գործունեության իրավակազմակերպական հիմնական ձևը հիմնադրամն է, որը սահմանում և ապահովում է բարձրագույն ուսումնական հաստատությունների ինստիտուցիոնալ ինքնավարությունը:
Վերակազմակերպելու արդյունքում հիմնադրամը կունենա լայն հնարավորություն ավելի ճկուն, ազատ, ռացիոնալ և արդյունավետ օգտագործելու իր գույքը, ներգրավելու արտաքին ներդրողների՝ ի նպաստ կրթության ու գիտության զարգացման:
Զգալիորեն կավելանան հիմնադրամի կողմից պետական բյուջե մուծվող հարկերը:
Պետությունը կպահպանի հիմնադրամին օգտագործման իրավունքով հանձնված գույքի ճիշտ, նպատակային օգտագործման նկատմամբ հսկողություն իրականացնելու իրավունքը՝ պահպանելով նաև օրենքով նախատեսված կրթության ֆինանսավորումը պետական բյուջեից։
