Մոտ 1 մլրդ 292 մլն դրամ՝ աղետի գոտու գյուղական համայնքներում 227 ընտանիքի բնակարանով ապահովելու համար

Քաղաքաշինության կոմիտեն իրավական ակտերի նախագծերի հրապարակման միասնական կայքում ներկայացրել է նախագիծ, որով առաջարկվում է 2019 թվականի պետբյուջեում, ՀՀ կառավարության 2018 թվականի դեկտեմբերի 27-ի N 1515-ն որոշման մեջ փոփոխություններ և լրացումներ կատարել, ինչպես նաև Արագածոտնի, Լոռու և Շիրակի մարզպետարաններին գումար հատկացնել:
Այս նախագծի ընդունմամբ ակնկալվում է, որ պետությունը կկատարի իր պարտավորությունն աղետի գոտու բնակավայրերում երկրաշարժի հետևանքով անօթևան մնացած և պետական ծրագրի շահառու ճանաչված 227 ընտանիքի նկատմամբ: Այսպիսով՝ առաջարկվում է Արագածոտնի մարզպետարանին հատկացնել 81 մլն 53 հազար, Լոռու մարզպետարանին՝ 674 մլն 782 հազար, Շիրակի մարզպետարանին՝ 535 մլն 587 հազար դրամ՝ համապատասխանաբար 16, 121 և 90 ընտանիքի վկայագրի միջոցով երեք մարզի գյուղական համայնքներում բնակարան կամ բնակելի տուն ձեռք բերելու նպատակով ֆինանսական աջակցության տրամադրման համար։
Տրամադրվող վկայագրում բնակարանի կամ բնակելի տան ձեռքբերման ժամկետ է ամրագրվում վկայագիրը տրամադրելու օրվանից հաշված 6 ամիս` առանց ժամկետի երկարաձգման հնարավորության, բացի դա, վկայագրում ամրագրված ժամկետում բնակարան կամ բնակելի տուն ձեռք չբերելու դեպքում վկայագիրը համարվում է մարված:
Ի դեպ, այս որոշման նախագծի համաձայն, վկայագիր ստացած, սակայն նշված ժամկետում բնակարան կամ բնակելի տուն ձեռք չբերած, կամ տրամադրվող վկայագրից հրաժարված կամ սահմանված ժամկետում վկայագիր ստանալու համար համապատասխան մարզպետին դիմում չներկայացրած անձանց (ընտանիքների) բնակարանային խնդիրների լուծման նկատմամբ այս ծրագրի շրջանակներում պետական պարտավորությունները համարվում են դադարեցված, սակայն այդ անձանց (ընտանիքների) համար պահպանվում է պետական աջակցությամբ իրականացվող բնակարանային ապահովման այլ ծրագրերի շրջանակներում բնակարանային պայմանների բարելավման իրավունքը:
Նախագծի հիմնավորման մեջ նշվում է, որ ծրագրի շրջանակներում Շիրակի, Լոռու և Արագածոտնի մարզերի բնակավայրերում 2018 թվականի տարեվերջի դրությամբ շահառու ճանաչված 5396 ընտանիքից 20082017 թվականներին՝ մոտ 65 մլրդ դրամի հաշվին, լուծվել է 4839 ընտանիքի բնակարանային խնդիր:
ՀՀ 2018 թվականի պետական բյուջեով հատկացված 458 մլն դրամի հաշվին մինչև 2019 թվականի դեկտեմբերի 1-ը կլուծվի ՀՀ Լոռու մարզի գյուղական բնակավայրերում թվով 44 ընտանիքի բնակարանային խնդիր՝ նրանց կիսակառույց բնակելի տների ավարտման միջոցով:
ՀՀ 2019 թվականի պետական բյուջեով հատկացված 560 մլն դրամի հաշվին լուծման ընթացքում է գտնվում ծրագրի շահառու ճանաչված 61 ընտանիքի բնակարանային խնդիր (24-ը՝ կիսակառույցների ավարտման, 22-ը՝ բնակարանի գնման վկայագրի տրամադրման, 15-ն՝ ուղղակի ֆինանսական աջակցության տրամադրման միջոցով):
Մնացած 453 ընտանիքների շրջանում նրանց կողմից նախընտրելի բնակապահովման տարբերակի (բնակարանային շինարարություն կամ վկայագրի տրամադրում) վերաբերյալ հարցում կազմակերպելու նպատակով ՀՀ քաղաքաշինության կոմիտեի կողմից մշակվել և ՀՀ Շիրակի, Լոռու և Արագածոտնի մարզպետներին է ուղարկվել համապատասխան հարցման թերթիկ և ձևաչափ:
Հարցմանը մասնակցած ընտանիքներից 227-ը (121-ը՝ Լոռու, 90-ը՝ Շիրակի և 16-ը՝ Արագածոտնի մարզերի գյուղական բնակավայրերում) նախընտրել է բնակարան կամ բնակելի տուն ձեռք բերելու նպատակով վկայագրի միջոցով ֆինանսական աջակցություն ստանալու տարբերակը:
Նախագծի ընդունման դեպքում 227 ընտանիքի բնակարանով ապահովելու համար պետական բյուջեից կհատկացվի ընդհանուր առմամբ 1 մլրդ 291 մլն 572 հազար դրամ:
