Հայաստանում բարձրագույն կրթության համակարգը ներկայում բարեփոխումների հսկայական հնարավորություններ ունի։ Այս մասին ասվում է Համաշխարհային բանկի զեկույցում։

 

Զեկույցի համաձայն, «թավշյա հեղափոխությունը» Հայաստանում բարձրագույն կրթության համակարգը փոփոխելու եւ դրա արդյունավետությունը բարձրացնելու նոր հնարավորություններ է բացել։

 

 

«Պետական համալսարաններում ստեղծվել են հոգաբարձուների նոր խորհուրդներ, եւ հույս կա, որ դրանք կգործեն որպես անկախ եւ կոմպետենտ մարմիններ։ Ակնհայտ է, որ անհրաժեշտ է բարձրագույն կրթության հանդեպ ռազմավարական մոտեցում մշակել, բարձրագույն կրթության մասին նոր օրենք ընդունել եւ բարելավել համակարգի կառավարումը»,- ասվում է զեկույցում։

 

Միաժամանակ, Հայաստանի համալսարանները շարունակում են բախվել լուրջ ֆինանսական դժվարությունների՝ վերջին երկու տարիներին ուսանողների թվի կրճատման պատճառով, եւ որոշ մասնավոր համալսարաններ կարող են պարզապես չգոյատեւել այս իրավիճակում։

 

Զեկույցի հեղինակները Հայաստանում կրթության որակի բարելավման մի շարք խորհուրդներ են տալիս՝

 

- Անհրաժեշտ է շտապ կարգով մշակել բարձրագույն կրթության ռազմավարություն եւ բարձրագույն կրթության մասին նոր օրենք, որովհետեւ «գործող օրենքը հնացած է, քանի որ ընդունվել է 2004 թվականին՝ դեռեւս Բոլոնյան համակարգին Հայաստանի միանալուց առաջ»։

 

- Կառավարման համակարգը պետք է բազային կարգավորման տեսակետից հավասար պայմաններ ապահովի պետական, մասնավոր եւ միջազգային կրթական հաստատությունների միջեւ։

 

- Ֆինանսական թափանցիկության բարձրացման համար կառավարությունը պետք է պահանջի, որպեսզի բոլոր պետական համալսարանները հրապարակայնորեն ներկայացնեն իրենց ֆինանսական տվյալները։ Պետությունը նաեւ պետք է ներդնի ֆինանսավորում՝ հիմնված սահմանված ցուցանիշներին համալսարանների համապատասխանության ամփոփիչ արդյունքների վրա։

 

- Չնայած այն բանին, որ ֆինանսական օգնության որոշ ծրագրեր ներկայում արդեն հասանելի են ուսանողներին, անհրաժեշտ է ընդլայնել ապրելու ծախսերի փոխհատուցման համար քաղաքականություն եւ ֆինանսական օգնություն։

 

- Նաեւ անհրաժեշտ է մշակել ուսանողների ներքին շարժունակության համակարգ եւ կրթական ուղիներն ավելի ճկուն դարձնել։
