Այս օրերին լրանում է Երևանի վարչական շրջանի ղեկավարների նշանակման մեկ տարին: Արդեն մեկ տարի է, ինչ մայրաքաղաքը սկուտեղի վրա մատուցված է հեղափոխական թաղապետերին, սակայն հեղափոխական փոփոխությունների մենք այդպես էլ անակատես չենք լինում: Փոխարենը մեծանում է դժգոհությունը քաղաքապետարանի աշխատանքից: Սակայն արդարացի չէ, որ այդ բողոքի թիրախում հայտնվում է միայն քաղաքապետարանը, իսկ օրինակ` նույն թաղապետարանների աշխատանքն ու այդ աշխատանքի որակը, կարծես, որևէ մեկին չի հետաքրքրում: Մինչդեռ մայրաքաղաքում առկա խնդիրների մի ստվար զանգված այդպես էլ չի լուծվում, քանի որ որոշ թաղապետեր, մեղմ ասած, իրենց տեղում չեն:
 
Մեկ տարի անց ինչո՞վ կարող են հպարտանալ վարչական շրջանի ղեկավարները, բացի պատգամավորների չափ աշխատավարձ ստանալուց և միլիոններ հայտարարագրելուց: Կա՞ արդյոք ռեալ արդյունք, որը կարող են թաղապետերը ներկայացնել որպես մեկ տարվա իրենց աշխատանքի հաշվետվություն: Վարչական շրջանների ֆեյսբուքյան պաշտոնական էջերը այս հարցում մեզ օգնության չեն գալիս: Օրինակ, Արաբկիր համայնքի ղեկավարությունը, փոխարենը հպարտանա սեփական աշխատանքով, նախընտրում է կիսվել քաղաքապետի ասուլիսներով և ռելիզներով: Քաղաքապետարանից էլ իր հերթին աչք են փակում Արաբկիրի թաղապետարանում տեղի ունեցող կադրային ջարդի և հսկայական գումարներ կազմող պարգևատրումների վրա: Նույնը վերաբերվում է նաև մյուս վարչական շրջաններին, ստացվում է՝ սեփական պրոդուկտով հարկատուների հաշվին միլիոններ վաստակող թաղապետերը պարծենալ չեն կարող: Իհարկե, նրանք կարող են ասել, որ մեկ տարվա մեջ փորձել են վարչական շրջանները ազատել աչք ծակող գովազդային վահանակներից: Ցանկացած երևանցու համար էլ հասկանալի է, որ դա լուծում պահանջող առաջնային խնդիրը չէր, բացի այդ՝ հասկանալի է նաև թաղապետերի մոտիվացիան: Գովազդային վահանակների առյուծի բաժինը պատկանում էր նախկին իշխանության ներկայացուցիչներին, գովազդում էր վերջիններիս բիզնեսը: Իհարկե, պետք է դրանցից ազատվել, որպեսզի գա նորերի աստղային ժամը:
 
Երևանի բոլոր վարչական շրջանների ղեկավարներից իր ակտիվությամբ աչքի էր ընկնում թերևս միայն կենտրոնի ղեկավար Վիկտոր Մնացականյանը, ով օրերս հրաժարականի դիմում ներկայացրեց: Մնացականյանի կատարած աշխատանքը երևում է նաև անզեն աչքով, կենտրոնը իրապես վերադարձվել է երևանցիներին, չնայած որ դրա համար Մնացականյանին հարկ եղավ բավական երկար կռիվ տալ: Մնացածը դեռ երկար ու տքնաջան աշխատելու տեղ ունեն, քանի որ տպավորություն է, որ հեղափոխությունը Երևանի վարչական շրջաններ այդպես էլ չի հասել: Մինչդեռ մեկ տարին բավարար ժամկետ էր խնդիրները լուծելու և դրանք չկուտակելու համար…
