Երեկ մամուլում տեղեկություն տարածվեց, որ վարչապետ Նիկոլ Փաշինյանի գաղտնի հանձնարարականով էականորեն բարձրացել են նախարարների, փոխնախարարների և նախարարությունների գլխավոր քարտուղարների աշխատավարձերը։ Հանձնարարականը տրվել է հուլիս ամսին: Պետք է բավական հեռու լինել քաղաքականություն և պետական կառավարում հասկացություններից, ենթադրելու համար, որ Փաշինյանը իսկապես հավատում էր, թե այս փաստը կմնա գաղտնի: Ինչպե՞ս կարող էր օրինակ տեղեկատվության արտահոսքի դեմն առնել, եթե այդ նույն նախարարությունների աշխատակիցների 80 տոկոսը աշխատել են դեռևս նախորդ իշխանության հետ և բացի այդ, կարող են անչափ ծանր տանել 80 հազար դրամով օր ու գիշեր աշխատելու հանգամանքը: Կամ ինչպե՞ս կարող էր աշխատավարձերի բարձրացման փաստը մնալ գաղտնի, այն բանից հետո, երբ կհրապարակվեին այդ պաշտոնյաների եկամուտների հայտարարագրերը:
 
Հեղափոխության պլան գծած, ռազմավարություն մշակած անձը չի՞ գիտակցում, որ նման գաղտնի քայլերը առաջնային հարվածելու են իր և իր թիմի քաղաքական վարկանիշին: Իհարկե գիտակցում է: Մնում է ենթադրել, որ Փաշինյանը իսկապես ցանկանում է այս փուլում միտումնավոր նվազեցնել իր վարկանիշը: Վերջին շաբաթներին վարչապետի շուրջ ստեղծված տեղեկատվական աժիոտաժը հենց այդ մասին է վկայում՝ ԱՄՆ ճամփորդության վրա բյուջեից ծախսած գումարները, նոր ավտոմեքենան, որը արժեցել է 500 հազար ԱՄՆ դոլար, ոչ պոպուլյար օրինագծերի ԱԺ բերելը ՝ այս ամենը ունի որոշակի նպատակ:
 
Անշուշտ, մեծ հարց է, թե ինչ պատասխանատվությունից է փորձում խուսափել Փաշինյանը: Կարելի է ենթադրել, որ վերջինիս շտապեցնում են Արցախի հարցում: Այս հարցում նրան շտապեցնում էին նաև խորհրդարանական ընտրություններից անմիջապես հետո: Եվ ուշագրավ է, որ հենց այդ ժամանակ էլ ՊԵԿ-ը հանկարծ որոշեց հարկել խոպանչիներին, մյուս կողմից էլ դաշտ նետվեց միլիոնների հասնող պարգևատրումների մասին ոդիսականը: Ընդամենը օրեր առաջ ՌԴ ԱԳՆ մամուլի խոսնակ Մարիա Զախարովան բաց տեքստով հայտարարեց, որ բանակցությունների արդյունքում կան համաձայնեցված փաստաթղթեր: Ի՞նչ փաստաթղթեր են դրանք և ինչո՞ւ դրանց մասին տեղյակ չէ հասարակությունը: Իհարկե, չենք կարող պնդել, որ Փաշինյանի այս մարտավարության պատճառը միայն Արցախի շուրջ ստեղծված առևտուրն է, մյուս կողմից էլ, չի կարելի բացառել, որ վարչապետն ու իր թիմը այսպես փորձում են ժամանակ շահել՝ հասկացնելով իրեն շտապեցնողներին, որ ինքը այս պահին չունի այն աջակցությունը, որը ուներ հեղափոխությունից անմիջապես հետո, հետևաբար՝ նրան այդչափ ռիսկային քայլերի մղողները պետք է համբերությամբ զինվեն…
