Մասնագիտական կրթության որակի ապահովման ազգային կենտրոնի (ՈԱԱԿ) տնօրեն Ռուբեն Թոփչյանն ընտրվել է Բարձրագույն կրթության որակի ապահովման եվրոպական ասոցիացիայի  (ENQA) խորհրդի անդամ: Այս մասին տեղեկանում ենք ՈԱԱԿ հասարակության հետ կապերի բաժնից։

 

ENQA խորհուրդը  կառույցի գործադիր  մարմինն է, որն իրականացնում է ասոցիացիայի կառավարումը եւ ընդհանուր վեհաժողովի որոշումների իրականացումը:  Հայաստանը հետխորհրդային տարածքի առաջին եւ միակ երկիրն է, որը ներկայացված է  ENQA խորհրդում:

 

 

ՈԱԱԿ տնօրեն Ռուբեն Թոփչյանի կարծիքով՝ այս ընտրությունը  նախ եւ առաջ վկայում  է եվրոպական կրթական համայնքի վստահությունը Հայաստանի եւ մեր երկրի որակի ապահովման համակարգի հանդեպ․ «Մեր որակի ապահովման համակարգը զարգացման այնպիսի փուլի է հասել, որ այլեւս մենք կարող ենք մասնակից լինել եվրոպական կրթական տարածքում որոշումների կայացմանը»:

 

Նրա խոսքով՝ գլխավոր վեհաժողովը քվեարկելիս հաշվի է առել նաեւ այն հանգամանքը, որ տարածաշրջանի հավատարմագրման գործակալություններից առավել ակտիվը ՈԱԱԿ-ն է. այն համագործակցում է թե Մոնղոլիայի, թե Ղազախստանի, թե Վրաստանի, թե Ռուսաստանի հետ:

 

«Նրանք  այսօր փորձում են մեզ ավելի շատ ներգրավել  կառույցի գործունեությունում եւ մեր միջոցով լսել արեւելյան ձայնը, որպեսզի ավելի վստահ լինեն իրենց որոշումներում, իսկ  այդ տարածքների հավատարմագրման կառույցներն էլ վստահ լինեն՝ իրենց վերաբերյալ որոշում կայացնելիս հաշվի է առնված  իրենց համատեքստը, որին մենք վարժ տիրապետում ենք»,- ասել է Ռ․ Թոփչյանը:

 

ՌԴ Հավատարմագրման ազգային գործակալության տնօրեն  Լեմկա Իզմայլովայի կարծիքով՝ կարեւոր է, որ Արեւելյան Եվրոպան ի դեմս ՈԱԱԿ-ի եւ տնօրեն Ռուբեն Թոփչյանի ներկայացված է լինելու ENQA խորհրդում. «Այժմ կարող ենք Արեւմտյան Եվրոպային հասանելի դարձնել Արեւելյան Եվրոպայի կրթական  համակարգի առանձնահատկություններն ու արժեքները»։

 

Նրա խոսքով՝ պատահական չէ, որ հենց պարոն Թոփչյանն է ընտրվել խորհրդի անդամ. «Պարոն Թոփչյանը տարիներ շարունակ առաջխաղացնում է հայաստանյան որակի ապահովման համակարգը միջազգային ասպարեզում։ Բացի այդ, հայաստանյան հավատարմագրման կազմակերպությունը կարողացել է արդյունավետորեն համադրել եվրոպական պահանջները եւ ազգային առանձնահատկությունները»։

 

«Հրաշալի է, որ մենք բոլորս աշխատում ենք Եվրոպական բարձրագույն կրթական տարածքում որակի ապահովման միասնական  չափանիշներով եւ ուղենիշներով (ESG), սակայն միեւնույն ժամանակ մենք չպետք է կորցնենք  մեր ազգային համակարգի արժեքավոր կողմերը»,- ասել է Իզմայլովան՝  հավելելով, որ  այդ հարցում լավ օրինակ է Հայաստանը։

 

Նշենք, որ հոկտեմբերի 17-18-ին Երեւանում ընթանում է Բարձրագույն կրթության որակի ապահովման եվրոպական ասոցիացիայի 10-րդ ընդհանուր վեհաժողովը, որի օրակարգային հարցերից են տարածաշրջանային համագործակցության հեռանկարները, որակի ապահովման ապագա միտումները, ENQA ռազմավարության մշակումը 2021-2025թթ. համար: Խորհրդի անդամների ընտրությունը եւս տեղի է ունեցել վեհաժողովի շրջանակներում։
