Հայաստանի 58 համայնքներում աղբահանություն ընդհանրապես չի իրականացվում. ի՞նչ լուծումներ է առաջարկում պետությունը

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը հանրային քննարկման է դրել Աղբահանության համակարգի ռազմավարության նախագիծը։

Ռազմավարության ընդունմամբ ակնկալվում է  ներդնել հանրապետության ողջ տարածքում գոյացող աղբի հավաքման, տեղափոխման և անվտանգ հեռացման կամ օգտահանման ու վերամշակման կայուն համակարգ:

Նշենք, որ պաշտոնական տվյալների համաձայն՝  Հանրապետության 501 համայնքներից կազմակերպված աղբահանություն և սանիտարական մաքրում իրականացվում է hիմնականում քաղաքային բնակավայրերում և քաղաքամերձ գյուղական բնակավայրերում:  2019 թվականի հունիսի 1-ի տվյալներով՝ հանրապետության 58 համայնքներում աղբահանություն ընդհանրապես չի իրականացվում։  Հանրապետությունում 443 բնակավայրերում աղբահանություն և սանիտարական մաքրման աշխատանքներն իրականացվում են 274 կազմակերպությունների կողմից, այդ թվում՝ 208-ը՝ համայնքի և համայնքային ոչ առևտրային կազմակերպությունների կողմից։

Նախագծում նշված է, որ անմխիթար վիճակ է տիրում նաև աղբի հեռացման վայերում` աղբավայրերում և աղբանոցներում։ Հանրապետությունում առկա աղբի հեռացման վայրերը՝ աղբանոցները, չեն համապատասխանում միջազգային կամ որևէ քաղաքաշինական, բնապահպանական և սանիտարահիգիենիկ չափանիշներին և հանդիսանում են բացառապես  աղբի կուտակման վայր: Դրանք հիմնականում չեն համապատասխանում հիգիենիկ և սանիտարական ստանդարտներին և շահագործվում են չհամակարգված: Հանրապետությունում ընդհանուր առմամբ դեռևս ձևավորված չէ աղբի նախնական տեսակավորումը, այսինքն՝ տեսակավորումը սկզբնաղբյուրում։  Դեռևս բացակայում է սկզբնաղբյուրում աղբի տեսակավորման մշակույթը, ինչը նպաստում է վերաօգտագործվող, օգտահանվող և վերամշակվող թափոնի արժեզրկմանը։   Չեն գործում աղբի տեսակավորման, ինչպես նաև դրանց օգտահանման, վերաօգտագործման, վերամշակման և վերականգնման համար խթանիչ մեխանիզմներ։

Ըստ նախագծի հեղինակների՝ ՀՀ համայնքներում աղբահանության ծառայությունների մատուցման համար կատարված ծախսերը կրկնակի անգամ գերազանցում են ծառայությունների դիմաց հավաքագրված վարձավճարները։ Մասնավորապես՝  հավաքագրված աղբահանության վարձավճարները ՀՀ մարզերում կազմում են աղբահանության վրա կատարված ծախսերի 43,9 տոկոսը, իսկ հանրապետությունում (ներառյալ Երևանը)՝ 50 տոկոս։

Աղբահանության համակարգի ռազմավարության նախագծի ընդունմամբ ակնկալվում է  ներդնել հանրապետության ողջ տարածքում գոյացող աղբի հավաքման, տեղափոխման և անվտանգ հեռացման կամ օգտահանման ու վերամշակման կայուն համակարգ՝  նպատակաուղղված բնակչության համար հարմարավետ և էկոլոգիապես անվտանգ պայմանների ապահովմանը, մարդու առողջության և շրջակա միջավայրի վրա աղբաթափության բացասական և վտանգավոր ներգործության նվազեցմանն ու չեզոքացմանը, միևնույն ժամանակ թափոնների առավելագույնս օգտագործմանը, որպես երկրորդային ռեսուրս:
