Անկախ գործարարի քաղաքական հայացքներից՝ նա իր թիկունքում պետք է զգա կառավարության աջակցությունը. Նիկոլ Փաշինյան
ECONOMICSՀայաստանը 2019 թվականի տնտեսությունը կավարտի շուրջ 7 տոկոս աճով։ Այս մասին այսօր՝ հոկտեմբերի 12-ին, «Իմ քայլը հանուն Արագածոտնի մարզի» ներդրումային բիզնես ծրագրերի համաժողովի իր ելույթում հայտարարեց ՀՀ վարչապետ Նիկոլ Փաշինյանը։
«Այն բավականին բարձր ցուցանիշ է Եվրասիական տնտեսական միության տարածքում։ Իհարկե, հասկանալի է, որ մեր բազան շատ ցածր է, եւ 7 տոկոս տնտեսական աճն այն ցուցանիշը չէ, որից մենք պետք է երջանիկ զգանք մեզ։ Այս տարվա տնտեսական ցուցանիշները ցույց են տալիս, որ մեր ունեցած տնտեսական ամբիցիաները կարող են իրականություն դառնալ, մեր տեսլականն իրատեսական է»,- ասաց նա։
Նիկոլ Փաշինյանն ասաց, որ այս տարի թողարկվել է 3 հարյուր միլիոն դոլարի Եվրոբոնդ, սակայն իրական պահանջարկը եղել է 2 միլիարդ դոլարից ավելի. «Այսինքն՝ եթե մենք այս պահին ունենայինք պատրաստի նախագծեր, որոնք պետք էր ֆինանսավորել եւ իրականացնել, այս պահին կարող էինք 2 կամ 2.5 միլիարդ դոլար ներգրավվել եւ այդ նախագծերը իրականացնել։ Ռազմավարական պլանավորման առումով մի քանի անգամ Կառավարության ֆորմատով խոսել ենք այդ մասին»։
Վարչապետն ասաց, որ կարեւոր է Հայաստանը վերափոխող մեգանախագծեր ստեղծել, այսօր նաեւ այդ մեգանախագծերը ֆինանսավորելու հնարավորություն կա։
«Հայաստանն այս տարի կամփոփի միջազգային պահուստների առումով պատմական ռեկորդային ցուցանիշով։ Այս տարի, դեկտեմբերի 31-ի դրությամբ մենք երրորդ Հանրապետության պատմության մեջ կունենանք միջազգային պահուստների ամենաբարձր ցուցանիշը։ Դա վկայում է մեր երկրի ֆինանսական համակարգի կայունության մասին։ Այս տարի Հայաստանի շուկայում առաջին 3 եռամսյակների տվյալներում ԿԲ-ն իրականացրել է շուրջ 433 միլիոն դոլարի գնում, այսինքն՝ Հայաստանի շուկայում առաջին 9 ամիսների արդյունքներով 433 միլիոն դոլար հավելյալ արտարժույթային միջոցներ են հայտնվել։ Սա կապված է զբոսաշրջության աճի հետ։ Սա ոչ թե հաջողություն է, այլ հնարավորություն»,- ասաց վարչապետը։
Նիկոլ Փաշինյանն ասաց, թե ինչպես պիտի իրացվի այդ հաջողությունը. «Այս հարցի պատասխանը գործընկերությունն է։ Գործընկերությունը կառավարության, ՓՄՁ եւ խոշոր բիզնեսի միջեւ, եւ այսօր այդ գործընկերության համար ստեղծված են բոլոր պայմանները»։
Նրա խոսքով՝ ՀՀ–ում այսօր չկա բաժանում ընդդիմադիր եւ իշխանամետ գործարարների.
«Գործարարների շրջանում մենք ընդհանրապես չունենք թշնամիներ, բոլոր գործարարներին համարում ենք մեր դաշնակիցը։ Տնտեսական հեղափոխությունը հնարավոր չէ, առանց գործարարներեւի հետ դաշնակցելու, ովքեր իրենց պետք է պաշտպանված զգան: Հենց այսօր գործարարը պետք է իրեն պաշտպանված զգա, քանի որ մենք վերջին 1,5 տարում չունենք սեփականության վերաբաշխման որեւէ դեպք: Ամեն գործարար, ով քարը քարի վրա է դնում, օրենքի շրջանակներում է գործում, հարկ է վճարում, պետք է իր թիկունքում զգա կառավարության աջակցությունը՝ անկախ այդ գործարարի քաղաքական հայացքներից»։
