«Արդարության զգացումը պետք է հիմնված լինի երեք հավատների վրա». Նիկոլ Փաշինյանը՝ ՔԿ կազմավորման 5-ամյակին

Քննչական կոմիտեն եւ իրավապահ մարմինները ունեն երկրում արդարություն հաստատելու առաքելություն։ Այս մասին այսօր՝ հոկտեմբերի 8-ին, Քննչական կոմիտեի կազմավորման 5-ամյակին եւ Քննչական կոմիտեի ծառայողի օրվան նվիրված հանդիսավոր նիստի ժամանակ ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը։
«Ուզում եմ արձանագրել, որ այս դահլիճում ամեն անգամ երբ տեղի է ունենում խոսակցություն տոնական կամ աշխատանքային առիթներով, ի վերջո այս ամբողջ խոսակցության համատեքստը կապվում է արդարության, արդարադատության հետ, որը չափազանց կարեւոր է մեր երկրի համար»,- նշել է նա։
Վարչապետի համոզմամբ՝ երկար տարիներ արտագաղթի պատճառն է եղել արդարության նկատմամբ մեր հայրենակիցների հավատի կորուստը. «Ընդհանրապես, մենք երբ վերլուծում ենք Հայաստանի 3-րդ Հանրապետության պատմության մեջ տեղ գտած ամենացավալի երեւույթը՝ արտագաղթը, շատ լուրջ վերլուծություն կա, որ արտագաղթն չի կապվում ուղղակի սոցիալական իրավիճակի հետ, ես համաձայն եմ, որ շատ դեպքերում մարդիկ իրենց հայրենիքից հեռանում են ոչ այնքան սոցիալական դժվարությունների, որքան անարդարության մթնոլորտի պատճառով, որ իրենց հայրենիքում պաշտպանված չեն ոչ միայն ֆիզիկական տեսանկյունից, այլ նաեւ իրավունքի տեսանկյունից, արժանապատվության տեսանկյունից։ Ես կարծում եմ՝ ՔԿ–ն եւ իրավապահ մարմինները այս հիմնական առաքելությունն ունեն՝ երկրում հաստատել, պահպանել եւ վստահություն ներշնչել արդարության նկատմամբ, արդարության զգացում եւ մթնոլորտ հաստատել»։
Փաշինյանը շեշտեց՝ ՔԿ-ի աշխատանքի համատեքստում արդարության զգացումը պետք է հիմնված լինի երեք հավատների վրա.
«1. ՔԿ-ի աշխատողների եւ քննիչների, ղեկավար կազմի անկեղծ հավատն է օրինականության, օրենքի գերակայության, արդարության սկզբունքների նկատմամբ։
2. Յուրաքանչյուր քննիչը պետք է սեփական առաքելությանը։ Քննիչի աշխատանքը ոչ թե ուղղակի զբաղմունք է, այլ առաքելություն եւ դա Հայաստանում եւ աշխարհում արդարության հաստատման առաքելությամբ առաջ շարժվելու ընդունակությունն է։
3. ՀՀ քաղաքացիների հավատն է իրավապահ համակարգի նկատմամբ եւ մասնավորապես ՔԿ-ի, յուրաքանչյուր քննիչի եւ ղեկավարության նկատմամբ։
Վերջերս մեր որդեգրած ռազմավարությամբ ՔԿ–ի աշխատանքի ծավալն ավելի կընդլայնվի, զուգահեռ մենք քննարկում ենք, թե ինչ միջոցներ կարող ենք ձեռնարկել, որ ՔԿ–ի քննիչների աշխատանքը լինի ավելի արդյունավետ, նախնական կառուցակարգեր են ընդունվել»։
