Սահմանադրական բարփոխումների շուրջ խժդժությունները թեժանում են

Սահմանադրական բարեփոխումների շուրջ քննարկումները շարունակում են թեժանալ: Սոցիալական ցանցերով, հեռուստատեսությամբ, տարբեր լրատվական կայքերով Այո-ականները փորձում են ցույց տալ նոր Սահմանադրության դրական կողմերը: Միևնույն ժամանակ Ոչ-ի կողմնակիցների կարծիքով առաջարկվող փոփոխություններն ունեն բազմաթիվ բացասական կողմեր: Ի թիվս ներկայացրած այլ տեսակետների, Ոչ-ականները պնդում են, որ գործող իշխանությունը նպատակ ունի այս կերպ վերարտադրվել:
Եկեք տեսնենք, թե ինչ են նշում կողմերը: Ոչ-ի ճամբարից բավականին ակտիվ շրջանառում են այն, որ Սահամանադրական բարեփոխումենրի գործընթացը իշխանությունները նախաձեռնել են, որպեսզի կարողանան հեշտությամբ վերարտադրվել: Հիմնական շեշտադրումն անում են նրա վրա, որ 2018 թվականին ավարտում է ՀՀ նախագահ Սերժ Սարգսյանի պաշտոնավարման ժամկետները և փաստացի նա չի կարողանալու նորից ընտրվել նախագահի պաշտոնում: Հետևաբար պառլամենտական կառավարման համակարգի դեպքում Սերժ Սարգսյանը կզբաղեցնի վարչապետի պաշտոնը` փաստացի իր ձեռքը վերցնելով երկրի ամբողջ իշխանությունը:
ԱՅՈ-ի ճամբարից, սակայն, հակադարձում են այս պնդմանը:Նրանք նշում են, որ իրականում գործող կիսանախագահական համակարգը վերարտադրության համար ամենահարմարներից մեկն է, քանի որ գործող Սահմանադրությամբ իշխող կուսակցությունը կարող է կազմել մեծամասնություն, ձևավորել կառավարություն, ապա ընդունել մի օրենք և նախագահի բոլոր լիազորությունները փոխանցել վարչապետին:
Ինչ վերաբերվում է, գործող նախագահի՝ իշխանության մեջ մնալուն, ապա «ԱՅՈ»-ականներն առաջ են տանում այն, որ նա հրապարակայնորեն բարձրաձայնել է, որ կառավարման ձևի փոփոխության դեպքում ինքը չի հավակնելու ՀՀ նախագահի, վարչապետի կամ ԱԺ նախագահի պաշտոններին:
Համամասնական ընտրական համակարգին անցելու թեմայի շուրջ ԱՅՈ-ականները պնդում են, որ բարդացնում է վերարտադրման գործընթացը, քանի որ համամասնական ընտրակարգով մինչ այժմ ՀՀԿ-ն ստացել է մանդատների միայն 40%-ը:
Կարծում եմ սա միակ խնդրահարույց թեման չէ, որ առաջ են քաշում երկու կողմերը: Համենայնդեպս, մինչև դեկտեմբերի 6-ը քննարկումներն ավելի ու ավելի են թեժանալու:
