Ի՞նչ պետք է իմանա բացառապես էլեկտրական շարժիչով ավտոմեքենա, մոտոցիկլետ եւ հեծանիվ ներմուծողը. ՊԵԿ-ի պարզաբանումը
ECONOMICSԲացառապես էլեկտրական շարժիչով ավտոմեքենա, մոտոցիկլետ եւ հեծանիվ նախընտրողներին 2020 թվականի հունվարի 1-ից ընթացակարգային տեսանկյունից փոփոխություն չի սպասվում:
ՊԵԿ-ի տարածած հաղորդագրության մեջ, մասնավորապես, ասվում է.
«Եվրասիական տնտեսական միության անդամ չհանդիսացող պետությունից միության մաքսային տարածք ներմուծելիս ֆիզիկական եւ իրավաբանական անձանց կողմից վճարման ենթակա մաքսատուրքերը հաշվարկվելու են արժեքի կամ մաքսային արժեքի համար սահմանված դրույքաչափով` համաձայն ԵՏՀ խորհրդի 16.07.2012թ. N54 որոշմամբ սահմանված դրույքաչափի (ըստ ԱՏԳ ԱԱ համապատասխան ծածկագրերի), իսկ ավելացված արժեքի հարկը` ՀՀ հարկային օրենսգրքի համաձայն:
Փոխվելու է միայն բացառապես էլեկտրական շարժիչով ավտոմեքենայի համար սահմանված դրույքաչափը. ներկայում գործող 10%-ի փոխարեն լինելու է 15%: Իսկ մոտոցիկլետի եւ հեծանվի դեպքում պահպանվելու է 14% մաքսատուրքը:
Հիշեցնենք, որ մինչեւ 2022 թվականի հունվարի 1-ը բացառապես էլեկտրական շարժիչով ավտոմեքենայի, մոտոցիկլետի ու հեծանվի ներմուծումը եւ օտարումն ազատված են ԱԱՀ-ից` ըստ ՀՀ հարկային օրենսգրքի:
Ինչպես ներկայում, այնպես էլ 2020 թվականից բացառապես էլեկտրական շարժիչով ավտոմեքենաների համար շարունակվելու է գանձվել նաեւ բնապահպանական հարկ: Մոտոցիկլետի եւ հեծանվի համար բնապահպանական հարկ սահմանված չէ:
Ի դեպ, ֆիզիկական անձանց անձնական օգտագործման համար ներմուծվող բացառապես էլեկտրական շարժիչով ավտոմեքենայի, մոտոցիկլետի եւ հեծանվի արժեքը հայտարարագրվում է ուղեւորային մաքսային հայտարարագրում` համաձայն ԵԱՏՄ մաքսային օրենսգրքի 267-րդ հոդվածի: Իսկ իրավաբանական անձանց դեպքում մաքսային արժեքը հայտարարագրվում է ապրանքային հայտարարագրում` համաձայն ԵԱՏՄ մաքսային օրենսգրքի 5-րդ գլխի: Եթե ներկայացված փաստաթղթերում արժեքը չի հիմնավորվում, ապրանքի արժեքը կամ մաքսային արժեքը կսահմանի մաքսային մարմինը:
Կարեւոր է իմանալ, որ եթե տրանսպորտային այս միջոցները ներկրեք 2019 թվականին, եւ մինչեւ դեկտեմբերի 31-ը ներառյալ գրանցվի «ուղեւորային մաքսային հայտարարագիրը» կամ «ապրանքային հայտարարագիրը», այլ ոչ թե «տարանցման հայտարարագիրը», ապա մաքսազերծումը կկատարվի 2019 թվականին գործող դրույքաչափերով: «Տարանցման հայտարարագիրը» լրացվում է սահմանային անցակետից տրանսպորտային միջոցը ներքին մաքսային մարմին տեղափոխելու համար, այսինքն` այն մաքսային մարմին, որտեղ փաստացի իրականացվելու են մաքսային այն ձեւակերպումները, որոնց ժամանակ լրացվելու են «ապրանքային» եւ «ուղեւորային մաքսային հայտարարագրերը»: Դրանց հիման վրա էլ հաշվարկվելու են մաքսային վճարները: Հետեւաբար, եթե ներկրեք, օրինակ, դեկտեմբերի 30-ին, ունենաք «տարանցման հայտարարագիր», բայց «ուղեւորային մաքսային հայտարարագիրը» կամ «ապրանքային հայտարարագիրը» գրանցվի 2020թ.-ի հունվարի 1-ից սկսած, կհաշվարկվեն նոր դրույքաչափերը:
