Անկախության հռչակումից հետո մեր երկիրը բազմաթիվ ներքին ու արտաքին խնդիրների առաջ կանգնեց։ Դրանց մի մասը լուծվեց, մյուսը՝ ոչ:

Անկախության ու Արցախյան ազատամարտի հաղթանակի կողքին մենք ունեցանք նաև բացթողումներ՝ պետական կառավարման ինստիտուտների անկատար վիճակ, խաթարված ընտրական համակարգ, սոցիալական բևեռացվածություն և արդարության դեֆիցիտ:

 Գործող իշխանությունը, ունենալով էական բարեփոխումներ անելու հանրային աջակցություն, գնաց այդ ռեսուրսի ոչ ադյունավետ օգտագործման և իրենց խոստումներին հակասող ճանապարհով։ Այդ ճանապարհը բերել է Հայաստանի ու Արցախի անվտանգության մակարդակի նվազեցմանը, պետական կառավարման համակարգի անարդյունավետ գործունեությանը: Չկա պետության զարգացման տեսլական, չկան առողջ քաղաքական օրակարգ ու տնտեսական զարգացման իրատեսական ծրագրեր։

Մենք արձանագրում ենք.

 –իշխանության վարած քաղաքականության հետևանքով Լեռնային Ղարաբաղի հակամարտության բանակցային գործընթացը մտել է փակուղի, ինչը մեծացրել է լայնամասշտաբ ռազմական գործողությունների վերսկսման հավանականությունը. բազմապատկվել են արտաքին քաղաքական մարտահրավերները,

 -հակառակ սիրո և հանդուրժողականության խոստումների՝ հանրությանը սևերի ու սպիտակների, մերոնք-ձերոնքի բաժանումը ստեղծել է փոխադարձ ատելության մթնոլորտ,

 -Սահմանադրական դատարանի դեմ ապօրինի հարձակումները, դատական համակարգի դեմ ոտնձգությունները, քննչական ու դատավարական պրակտիկայում երկակի ստանդարտների կիրառումը, ընտրովի «արդարադատությունը» բերում են մենիշխանության հաստատմանը. «Մարտի 1»-ի դատավարությունը քաղաքական հարթություն է տեղափոխվել:

 Մենք կարծում ենք, որ քաղաքական ուժերը, այդ թվում՝ իշխանությունը, հասարակական կազմակերպությունները, քաղաքականապես ակտիվ անհատները պետք է ջանքեր գործադրեն՝ ստեղծված իրավիճակից դուրս գալու համար։

 «Վերնատուն» ակումբը խնդիր է դրել դառնալ հասարակական–քաղաքական հարթակ, որը կարող է նպաստել վերը նշված խնդիրների հաղթահարման շուրջ առողջ միջավայրի ձևավորմանը և հանրային կոնսոլիդացիային։
