Արցախի մայրաքաղաք Ստեփանակերտում վաղուց արդեն օդանավակայանը պատրաստ է շահագործման, սակայն Ադրբեջանի կողմից Արցախի եւ այնտեղ ժամանող հյուրերի, խաղաղ բնակիչների օդային իրավունքների պաշտպանությունը խիստ հարցականի տակ է: Սա կոնկրետ հարց է, եւ իմ կարծիքով մեր խորհրդարանական վեհաժողովի կողմից պետք է արժանանա իրավական եւ քաղաքական գնահատականի: Այս մասին ԵԽԽՎ-ի աշնանային նստաշրջանի լիագումար նիստում ելույթ ունեցավ հայկական պատվիրակության ներկայացուցիչ ՀՀ ԱԺ պատգամավոր Միքայել Մելքումյանը։

 

Նրա ելույթում, մասնավորապես, ասվում է.

 

 

<<Հարգելի գործընկերներ, ներկայում եւ ապագայում նույնպես, որպեսզի տարբեր երկրներ ապահովեն իրենց ժողովուրդների անվտանգությունը եւ խաղաղ կյանքը, անհրաժեշտ է, որ իրենց անմիջական հարեւան երկրների հետ գոնե ունենան խաղաղ համակեցության պայմաններ, եթե նույնիսկ որոշակի ինտեգրման մակարդակ անհնար է:

 

Ցավոք, հայտնի պատճառներով Հայաստանի Հանրապետությունն արդեն շուրջ 30 տարի է, ինչ իր չորս հարեւաններից երկուսի՝ Ադրբեջանի եւ Թուրքիայի հետ չունի համարժեք բնականոն հարաբերություններ: Եթե երկրորդի հետ այդ իրավիճակի հիմնական պատճառը մի փոքր այլ է, ապա Ադրբեջանի հետ շատ հստակ է, չնայած երկրորդի դեպքում էլ խնդիրն անուղղակի ձեւով պայմանավորված է այս փուլում

 

Արցախի Հանրապետության անկախության դե ֆակտո կարգավիճակով: Միաժամանակ այս գործընթացը, այն է՝ կոնֆլիկտի խաղաղ կարգավորումը, կարող է ձգձգվել շատ երկար ժամանակով, իսկ Արցախում ապրող ժողովուրդը պետք է օգտվի միջազգայնորեն ընդունված մարդկանց իրավունքների, կենսամակարդակի ապահովման եւ անվտանգության բոլոր իրավունքներից:

 

Դրանցից մեկն էլ տրանսպորտային, մասնավորապես՝ Արցախի օդային խաղաղ երկնքի ապահովումն է. տվյալ դեպքում խոսքը քաղաքացիական ավիացիայի մասին է: Արցախի մայրաքաղաք Ստեփանակերտում վաղուց արդեն օդանավակայանը պատրաստ է շահագործման, սակայն Ադրբեջանի կողմից Արցախի եւ այնտեղ ժամանող հյուրերի, խաղաղ բնակիչների օդային իրավունքների պաշտպանությունը խիստ հարցականի տակ է:

 

Սա կոնկրետ հարց է, եւ իմ կարծիքով մեր խորհրդարանական վեհաժողովի կողմից պետք է արժանանա իրավական եւ քաղաքական գնահատականի: Եթե Ադրբեջանը տարիներ շարունակ հրաժարվում է կատարել ԵԱՀԿ Մինսկի խմբի համանախագահների պահանջը, այն է՝ կոնֆլիկտի շփման գծի ամբողջ երկայնքով տեղադրել հրադադարի ռեժիմի խախտումների արձանագրման մալուխային համակարգ, սա նույնպես մեկ հավելյալ ապացույց է այդ երկրի իրական նպատակների մասին:

 

Դե ինչ, կսպասենք եւ կհետեւենք ապագա զարգացումներին: Եվ վերջում՝ Ադրբեջանը ցանկություն է հայտնել ադրբեջանա-արցախյան սահմանները հատած երկու ահաբեկիչների փոխանակել մոլորությամբ սահմանին մոտ գտնված եւ ադրբեջանի ահաբեկիչներից առեւանգված այլ երկու խաղաղ բնակիչների հետ: Դատեք ինքներդ:

 

Վերջում ցանկանում եմ անդրադառնալ Ադրբեջանի մեր գործընկերների ելույթներին: Ադրբեջանի պատվիրակության ղեկավար Սամադ Սայիդովը եւ պատվիրակության անդամ Ռաֆայել Հուսեյնովը իրավունք չունեն գնահատական տալու Հայաստանի պատվիրակության աշխատանքներին: Նրանք այստեղ մշտապես զբաղված են ապատեղեկատվություն տարածելով»:
