Սպասումները, որ իշխանափոխությունից հետո արտաքին կապիտալը գալու և ողողելու է Հայաստանի տնտեսությունը, առայժմ չի արդարանում: Ճիշտ է, ներդրումները ժամանակ են պահանջում, բայց ժամանակն անցնում է, իսկ ներդրումները հեռու են ակնկալիքներից: Անգամ իշխանափոխությունից մեկուկես տարի անց ներդրումային ակտիվությունը Հայաստանում ցածր է կամ առնվազն այնպիսին չէ, ինչպիսին խոստանում էր Նիկոլ Փաշինյանը վարչապետ ընտրվելու ժամանակ: Այդպես էլ չհայտնվեցին այն ներդրողները, ովքեր սպասում էին Նիկոլ Փաշինյանի վարչապետ ընտրվելուն՝ օր առաջ ներդրումներ անելու համար: Օտարերկրյա ներդրումների զուտ հոսքերի աճն այս տարվա առաջին կեսին 4,8 անգամ պակաս է եղել նախորդ տարվա նույն ժամանակահատվածի համեմատ: Վիճակագրական կոմիտեի տվյալների համաձայն՝ 2018 թ. առաջին կիսամյակում դրանք կազմել էին 38,6 մլրդ դրամ: Այսինքն՝ այս տարվա բացասական տարբերությունը գերազանցում է 30 միլիարդը:
 
Սա, իհարկե, ողջ հանրապետության կտրվածքով, սակայն էլ ավելի վատ են գործերը մարզերում: Պատճառներն էլ հասկանալի են. «Իմ Քայլի» հանուն այս կամ այն մարզի ներդրումային բիզնես ֆորումները որպես այդպիսին չեն տալիս սպասված արդյունքը, իսկ դա էլ իր հերթին պայմանավորված է նրանով, որ Փաշինյանի կադրերը համայնքներում պարզապես ներդրողին առաջարկելու ոչինչ չունեն: Հիշենք Արարատի մարզպետի օրինակը, ով շուրջ մեկուկես տարի հպարտորեն խոսում էր մարզում խոշոր ներդրումային ծրագրից՝ կոկորդիլոսաբուծարանի հիմնումից, սակայն շաբաթներ առաջ պարզ դարձավ, որ այդ ներդրումային պրոյեկտն էլ է տապալվել, և կոկորդիլոսաբուծարանը ամենայն հավանականությամբ բացվելու է հարևան Վրաստանում:
 
Իհարկե, շատ բան չենք կորցնում, բայց, ինչպես ասում են, մեկ է ցավալի է: Իրականում հասկանալի չէ, թե մարզերում ներդրումների հետ ինչ է կատարվում: Հասկանալի է մեկ բան. դրանք ցանկալի մակարդակի վրա չեն, և ինվեստորները դեռևս խուսափում են գալ և փող ներդնել հայաստանյան մարզերում: Մյուս կողմից, եթե մարզպետարաններում չկան այնպիսի մասնագետներ, ովքեր ի վիճակի կլինեն լուրջ ներդրումային ծրագիր կազմել, առաջարկներ ներկայացնել, ապա պետք չէ զարմանալ, որ չկա նաև համապատասխան պահանջարկը: Այս պարագայում մարզերը մնում են պետական սուբսիդիաների հույսին, և եթե այսպես շարունակվի, մոտ ապագայում այդ գումարներն էլ ներկայացվելու են իբրև ներդրում…
