«Վարչապետն այն ինչ ասել է, համապատասխանում է իրականությանը». ԱԽ քարտուղարը խոսեց Վանեցյանի ազատման պատճառից

Ազգային անվտանգության ծառայության նախկին տնօրեն Արթուր Վանեցյանի աշխատանքից ՀՀ վարչապետ Նիկոլ փաշինյանը գոհ չի եղել։ Այս մասին այսօր՝ սեպտեմբերի 26-ին, լրագրողների հետ զրույցում ասաց Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը։

Պատասխանելով հարցին՝ ինչու է հրաժարականի ներկայացրել Արթուր Վանեցյանը,  ԱԽ քարտուղարն ասաց.  «Նշանակովի պաշտոններում հրաժարական չի լինում, ազատման դիմում է լինում։ Վարչապետն է այդ պաշտոններում նշանակումներ և ազատումներ կատարում։ Այս պաշտոններից հրաժարականներ չեն լինում։ Հրաժարականներ լինում են ընտրովի պաշտոններից»։

Ազատման պատճառների մասին, ըստ Արմեն Գրիգորյանի, հնարավորինս բաց վարչապետը խոսել է, «գոհ չի եղել աշխատանքից»։

Հարցին՝ ի՞նքն էլ է կարծում, որ Վանեցյանը աղբամանն է նետել իր ուսադիրները, նա արձագանքեց.  «Վարչապետն այն ինչ ասել է, համապատասխանում է իրականությանը, և այս առումով շատ կարևոր բան եմ ուզում ֆիքսել՝ ընդհանրապես քննարկվում է արդյոք գերագույն գլխավոր հրամանատար է վարչապետը, թե ոչ։ Գիտեք, որ սահմանադրական փոփոխություններից հետո Սահմանադրության մեջ նշվել է, որ կա միայն պատերազմական իրավիճակում, ես կարող եմ հարց տալ՝ ՀՀ–ն հիմա պատերազմի մե՞ջ է, թե՞ ոչ։ Փաստացի մենք պատերազմի մեջ ենք, ես հասկանում եմ, որ Սահմանադրությունը շատ կարևոր է, սակայն Սահմանադրությունը ֆիքսել է մի բան, որն իրականության հետ որոշակի խնդիրներ ունի»։

ԱԽ քարտուղարը շեշտում է՝ եթե ՀՀ-ն թեկուզ փաստացի հիմա պատերազմի մեջ է, ապա Սահմանադրությունը պատասխանում է գերագույն գլխավոր հրամանատարի մասին հարցին. «Սահմանադրությունը փոոխողը, քանի որ մեկ անձի համար սահմանադրություն էր գրվում, ես դեմ եմ եղել սահմանադրական փոփոխություններին և նաև այդ կետին, բազմիցս խոսել եմ, որ դա բաց է առաջացնում, և մենք հիմա էլ մեր քննարկումներում բախվում ենք այդ խնդիրներին։ Եթե մենք հիմա պատերազմի մեջ ենք, ապա Սահմանադրությունը որոշակի չափով նաև ինձ համար պատասխանում է այդ հարցին»։

Հարցին՝ Վանեցյանը նպաստել է որոշ կոռուպցիոն գործերի թաքցմանը, նա նշեց.  «Եթե այսպիսի բան լինի, իրավապահ մարմինները դրանով կզբաղվեն և կպատասխանեն այդ հարցին»։

Արմեն Գրիգորյանը նշում է՝ Վանեցյանի կողմից հեղաշրջման վտանգ ինքը չի տեսել։

Կուսակցություն բացելու մասիով խնդիր չեմ տեսնում, սակայն դժվարանամ ասել, թե ինչի մասին է ուզում խոսել։ Հույս ունեմ, որ ինչի մասին էլ խոսի կմնա ռացիոնալության շրջանակներում և անվտանգության տեսանկյունից մենք խնդիր չենք ունենա։

Կայքում նման հրապարակումը չի համապատասխանում պետական կառավարման ամբողջ սկզբունքներին։ Այսպիսի հայտարարությունը չի կարող մնալ նամանավանդ անվտանգության համակարգի այդպիսի կառույցների կայքում։
