ՄԱԿ-ը Եվրոպայի երկրներին կոչ է արել ընդլայնել փախստականների երեխաների ուսման հնարավորությունները
INTERNATIONAL NEWSԵվրոպայի երկրներում միգրանտների եւ փախստականների երեխաների ուսում ստանալու հնարավորությունները պետք է ընդլայնվեն։ Այս մասին ասվում է Ժնեւում չորեքշաբթի ՄԱԿ փախստականների հարցերով Գերագույն հանձնակատարի վարչության (ՓԳՀՎ), Միգրացիայի միջազգային կազմակերպության (ՄՄԿ) եւ ՄԱԿ Մանկական հիմնադրամի (ՅՈւՆԻՍԵՖ) համատեղ հայտարարությունում, տեղեկացնում է ՏԱՍՍ-ը։
Նրանք կոչ են արել եվրոպական երկրներին «ավելացնել ռեսուրսները եւ գործնական աջակցությունն իրենց դպրոցական համակարգերի համար՝ ապահովելով, որպեսզի փախստականների, ապաստան խնդրողների եւ միգրանտների բոլոր երեխաները կարողանան որակյալ կրթություն ստանալ եւ ստանան այն»։
Ներկայում Եվրոպայի սահմաններից դուրս ծնված երեխաներն ու դեռահասները երկու անգամ ավելի քիչ հնարավորություն ունեն դպրոցում ուսուցումն ավարտելու համար, քան նրանց եվրոպացի հասակակիցները, փաստում են ՓԳՀՎ-ն, ՄՄԿ-ն եւ ՅՈւՆԻՍԵՖ-ը։ Հիմնական դժվարություններից են ֆինանսական միջոցների անբավարարությունը, դպրոցներում տեղերի կամ պատրաստված ուսուցիչների պակասը, լեզվական պատնեշները, հոգեբանական աջակցության բացակայությունը։ Միեւնույն ժամանակ, շատ դժվարություններ ունեն հատկապես 3-5 տարեկան երեխաներն ու 15 եւ ավելի տարիքի դեռահասները, քանի որ հաճախ նրանց վրա չի տարածվում ազգային օրենսդրությունը պարտադիր միջնակարգ կրթության մասին։
«Փախստականների երեխաների համար կրթությունը կեսնականորեն կարեւոր նշանակություն ունի»,- ասել է ՓԳՀՎ եվրոպական գրասենյակի տնօրեն Պասկալ Մորոն։ «Որակյալ կրթությունը,- նշել է նա,- բարձրացնում է կենսական հնարավորությունները, հեշտացնում ինտեգրումը, շահավետ ճանապարհ բացում ե՛ւ ուսում ստացողի, ե՛ւ հասարակության համար»։ Նրա խոսքով՝ միջոցների ներդնումը ուսուցման մեջ «լավագույն ներդրումներից մեկն է» պետությունների համար։
ՓԳՀՎ-ն ՄՄԿ-ն եւ ՅՈւՆԻՍԵՖ-ը կարծում են, որ Եվրոպայի երկրները պետք է ընդլայնեն փախստականների եւ միգրանտների երեխաների կրթություն ստանալու հնարավորությունները վաղ տարիքում եւ աջակցեն, որպեսզի նրանք ստանան լիակատար միջնակարգ կրություն եւ պրոֆեսիոնալ մասնագիտացում։
