ԱԺ-ում քննարկվում է անշարժ գույքի գնահատման եւ հարկման միասնական համակարգ ներդնելու մասին օրինագիծը
ECONOMICSԱյս օրինագծով ցանկանում ենք մտցնել Հայաստանի Հանրապետության տարածքում գույքի գնահատման եւ հարկման միասնական համակարգ: Սեպտեմբերի 11-ին ԱԺ-ում «Անշարժ գույքի հարկման նպատակով անշարժ գույքի շուկայական արժեքին մոտ կադաստրի հաշվարկման կարգի հաստատման մասին» օրինագծի քննարկման ժամանակ ասաց Կադաստրի կոմիտեի ղեկավար Սարհատ Պետրոսյանը:
Նրա խոսքով՝ այս օրինագծի հաստատումը կարեւոր քայլ կդառնա անշարժ գույքի հարկային համակարգի եւ գնահատման արդյունավետության մեծացման հարցում:
Օրինագծով, մասնավորապես, առաջարկվում է՝
1) Գույքի հարկման հորիզոնական եւ ուղղահայաց արդարացի բաշխման սկզբունքների ամրապնդում, հարկային բեռի արդարացի եւ հավասարաչափ բաշխում՝ առանց հարկերի մեծացման անբավարար ապահովագրված հարկատուների համար,
2) Անշարժ գույքի միասնական գնահատման նոր, ավելի արդյունավետ համակարգի ներդրում. հողամասերի եւ դրանց հետագա բարելավման՝ ըստ անշարժ գույքի սահմանման եւ շուկայական գնագոյացման,
3) Գույքի հարկման վարչարարության պարզեցում,
4) Անշարժ գույքի շուկայի զարգացմանն աջակցություն եւ անշարժ գույքի շուկայում գնային իրավիճակի մասին վերլուծական տեղեկությունների տրամադրում,
5) Հանրապետությունում անշարժ գույքի ընդհանուր եւ շուկայական արժեքի զանգվածային գնահատական:
